The Ministry of Culture shall start a new research programme on the civil society and voluntary sector in the period 2013-2017. The research programme shall build on the main research themes and the virtual platform in the research programme ‘Virtual centre for research on the civil society and voluntary sector’, which was completed 30.6.2013. The rights to the virtual platform, including the website www.sivilsamfunn.no, and the domains are owned by the Ministry of Culture. The research programme shall be anchored in a binding cooperation between several institutions/milieu, and an interdisciplinary researcher group that cooperates in a network. Proposals to solving the assignment must be submitted as a general proposal for the further development and operation of a virtual centre and a plan for how the main resarch themes in the order are to be solved. There is an option for other ministries to join the contract during the contract period on the same terms. In such cases an amendment annex shall be made.
A ministry can make separate specifications for the ministry's requirements and service providers shall offer a system and a process within this framework.
In addition there is an option where ministries that are included in the research programme from the start can expand the financial limits and knowledge needs during the contract period if this is within the content limits for the research programme. In such cases an amendment annex shall be made.

1. relations and interaction between the civil society and voluntary organisations and other society sectors,
2. society engagement in new forms,
3. civil society and voluntary organisations in a comparative Nordic/international perspective.
— Service providers must have an established positions as regards relevant Norwegian and international research milieu and network.
Documentation requirements:
— Description of relevant research on civil society and the voluntary sector in Norway during the last five years.
— Description of the most relevant research contracts that the service provider has carried out within the research themes perspectives on participation, change processes in the voluntary sector and financing schemes and other framework terms during the last five years.
