Remote Towers represents a new concept where Avinor aim to provide Aerodrome Flight Information Services (AFIS) and Air Traffic Control (ATC) from a Remote Tower Centre (RTC) rather than from a local tower. The services may be provided as Single (one-to-one) or Switch (one-to-many) based on what is found most suitable and safe. The most significant changes from traditional tower operations is the increased use of sensor- and information technology systems in order to provide the remotely located AFIS-Officer (AFISO) or the ATC Officer (ATCO) with the necessary situation awareness. Candidates are encouraged to investigate the possibility to form partnerships with Small and Medium Enterprises (SMEs).
2. Procedure for selection of qualified tenderers to participate in the dialogue
Clauses III.2.1 and III.2.2 above are minimum requirements for participation in this procurement process. Avinor will select tenderers (qualified tenderers) for participation in the dialogue amongst the candidates who fulfill these criteria.
However, in order to be selected as a qualified tenderer, these tenderers will also have to fulfill the minimum requirements in clause III.2.3, whereas Avinor, based upon an evaluation of the tenderers qualification application provided according to clause III.2.3, will select three to five of the qualified tenderers.
All qualified tenderers will be given a score, ranging from 1 to 5 where 5 is the highest score, towards each of the qualification criteria listed in in clause III.2.3. The tenderer which is deemed best based upon each of the qualification criteria in clause III.2.3 will be given the score 5, whilst the other tenderers will be given a relative score compared to the best tenderer. The tenderer holding the highest total score will be ranked as number one, the tenderer given the second highest score will be number two etc.
Based upon the scoring and ranking of the tenderers, Avinor will subsequently decide on how many tenderers that will be invited to participate in the dialogue (min three maximum five) and chose accordingly from the ranking list of tenderers.
If Avinor chooses three tenders, number one, two and three on the list will be invited to participate in the dialogue, and if Avinor chooses four tenders, number one, two, three and four on the list will be chosen etc. If one or more of the tenderers which Avinor chooses declines, Avinor reserves the right to ask the next tenderer on the list.
3. Collaboration on commercialisation of the technology
As a part of the dialogue process, it is Avinor's intention to discuss with the tenderers various collaboration models for developing and establishing remote towers as a service in a longer perspective. This will include a discussion if commercialization of the technology in remote towers shall solely be on the hand of the tenderer or the tenderer and Avinor. Potential collaboration models could be considered are royalty for use of IP, joint ownership of IP and/or joint venture structures where the aim is to commercialize and penetrate markets outside Norway. The tenderers will be asked to suggest models for such collaboration.
4. Avinor underlines that prior to entering into the dialogue phase, it will not be possible to finally decide whether the subject contract should be considered as a goods or services procurement, hence reserves the right to change the status from goods to a service contract.
