Remote Towers represents a new concept where Avinor aim to provide Aerodrome Flight Information Services (AFIS) and Air Traffic Control (ATC) from a Remote Tower Centre (RTC) rather than from a local tower. The services may be provided as Single (one-to-one) or Switch (one-to-many) based on what is found most suitable and safe.
The most significant changes from traditional tower operations is the increased use of sensor- and information technology systems in order to provide the remotely located AFIS-Officer (AFISO) or the ATC Officer (ATCO) with the necessary situation awareness. This requires new methods of work for the ATCO and the AFISO, and is described in the different Concepts of Operation.
Avinor plan to use the process “competetive dialogue” to find the best solution, and best partner for development of remote towers technology.
During the dialogue, Avinor shall detail all system requirements together with the technology vendors. Leading to the design of remote towers technology.

The main goal for the procurement process is to establish a contract with a technology vendor that in cooperation with Avinor can develop, implement and establish remote towers as a service in the long term; planning for evolutionary development, rather than revolutionary development.The contract shall include the delivery of 15 tower installations (ATC or AFIS) with supporting working positions located in an RTC, with options for the delivery of additional tower systems if the first phase is successful.
