Norwegian Coastal Administration

The Norwegian Coastal Administration intends to procure a remote measuring system/sensor package where the main function shall be the detection of oil at sea. The remote measuring system to be procured should be an off the shelf product/system, ready for delivery with required functionality. The Sensor package should contain sensors that are to be placed on the boat and should provide the Norwegian Coastal Administration a real-time overview of the situation taking place for example in an oil spill. The Sensor package should include information from many different sources. The Sensor package should be easy to use and have a map based interface. The system should be delivered as a complete package with full functionalities.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(2) Value added tax certificate (National requirement)

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Qualification requirements: Suppliers are required to have paid their taxes, and fulfil the minimum requirements for health, environment and safety. Tax arrears will lead to rejection.

- HSE self-declaration.
Foreign companies shall enclose equivalent certificates from the applicant's home country. The documents shall preferably be in Norwegian. Documentation in English, Swedish or Danish will be accepted.
Qualification requirement: Suppliers are required to have a legally established company.

Credit rating from a credit institution certified by the Financial Supervisory Authority of Norway, such as Dun & Bradstreet, Lindorff or Experian. The rating shall be based on the last accounting figures with a statement of how the credit rating has develped in the last two years. If a supplier has valid reasons as to why the requested documentation cannot be enclosed, the supplier can prove his economic and financial position with other documents that the awarding authority can accept. Suppliers shall contact the awarding authority in writing in order to clarify what other documentation can be accepted.
