Under the direction of the platform computer program for Helse Sør-Øst shall Sykehuspartner acquire a regional ICT solution for secure printing for all hospitals within Helse Sør-Øst. Secure printing has as its primary goal to provide hospitals with better control with patient information with a solution that prevents printing output from following the wrong path. The "Secure printing" project has a zero vision for the printing output to go astray. The solution will also provide users with a flexible printing solution and offer as little as possible of an environmental impact and cost for the hospitals. There are currently about 7,500 printing units within Helse Sør-Øst, of which around 950 are MFP server based, including the Helse Sør-Øst and Sykehuspartner which shall have secure printing. It is estimated that a total of at least 1500 print devices shall be connected to a pull printing solution. The roll out of the services for the various hospitals are currently in the planning phase and will take place in stages. The first scheduled is Sykehuset Østfold HF which has a scheduled project start immediately after the signing of the contract. The remaining hospitals will be implemented during the time period of 2013 and 2014. The Awarding Authority will evaluate the bidder's compliance with the required qualifications in the following ways:
— Credit rating through credit rating agencies: AAA Soliditet AS/Dun & Bradstreet. Bidders who achieve a rating of ‘A' (creditworthy and security) will meet the required qualifications. The Awarding Authority will obtain a credit rating themselves from either AAA Soliditet AS/Dun & Bradstreet as the basis for the assessment given above. Other credit reports will not be given consideration. Bidders are themselves responsible for checking their own rating and responsible for any further required documentation that should accompany the bid, see below.

The Awarding Authority will evaluate the bidder's compliance with the required qualifications in the following ways:
— A brief and general description of the company and the organization of the company and the area of operations.
— A confirmation that the bidder has the ability and capacity to undertake the assignment.
— A list with a brief description of the most important and relevant contracts related to this assignment over the last three years, including information on the value and date of the assignment, and the name of the public or private employer.
— If the bidder will rely on subcontractors shall they submit a declaration of commitment that shows that the bidder will have the necessary resources available throughout the contract period (see Appendix 6).
— Certification according to ISO 14001, EMAS or Eco-lighthouse. If the bidder does not have such certification, other documentation for an equivalent environmental management system will be accepted.
