RE-13-03: Emptying and transporting septic sludge

Rendalen Kommune

Rendalen municipality intends to enter into a contract for emptying and transporting septic sludge from separate plants and municipal treatment plants to Kværnesmoa where the sludge shall be dewatered. The contract's estimated extent is approx. 900000 NOK per annum.
Approx. 700 septic tanks or blocked tanks per annum are emptied in the municipality with a total amount of approx. 2100m3 per annum. In addition approx. 100 septic tanks or blocked tanks shall be emptied at holiday homes.
The contract shall start 1.1.2014 and will run for five years with the awarding authority having an option for an extension for 1+1 year - up to a total of seven years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

2. Value added tax certificate (National requirement)

3. Company tax certificate (National requirement)

4. Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Tenderers shall fulfil the conduct requirements in accordance with the Public Procurement Regulations §§ 11-10 (1) e, or 201.2 (1) e.

A self-declaration on conduct is required.

Økonomisk og finansiell stilling:

Tenderers shall have sufficient financial capacity to fulfil the contract. Extended report from AAA Soliditet. The report shall be dated after this competition notice.

If this is not enclosed, confirmation shall be enclosed that Abakus AS is authorised to obtain an extended report from AAA Soliditet and use the information in the report as a basis for an assessment of the tenderer's economical and financial situation. The information on the tender date will be used.

A credit rating equal to or better than "A" or "AN" is required for participation in the competition.

Teknisk og faglig kapasitet:

Tenderers shall have experience from equivalent contracts.

Tenderers shall document the most important contracts in the last five years.

The documentation shall include the name of the awarding authority, extent, content and delivery date.

Tenderers shall have a very good ability to fulfil the contract. This shall be documented by:

An overview of the manpower for this assignment (organisation plan) with the name and CV of key persons who shall carry out the services. The location of the equipment and manpower shall be given.

Tenderers shall have an established quality assurance system. Account of the company's system for quality assurance, including health, environment and safety relevant for this contract, a copy of any certificate issued by a public quality assurance institution.

Tenderers shall have an environmental management system in order to ensure a low impact on the environment when carrying out the service. Tenderers shall document an environmental management system that at a minimum consists of routines for seeing to the following elements:

— The company's environmental targets and environmental policiies

— Strategy for the environment

— Provision of the service in an environmentally responsible way, e.g. waste sorting and transport.

A self-declaration can be enclosed that describes how the routines are carried out and how they function. If the routines are described in the company's quality or environmental management system in accordance with Miljøfyrtårn, ISO 14001, EMAS or equivalent third party verified system, it is sufficient to enclose the valid certificate.
