One of the major strategic projects in health region Helse Sør-Øst area is establishment of a new emergency communication network. In accordance with requirements related to audio log stated in Regulation for Medical Emergency Notification Service it is a requirement that all important telephone communication shall be logged.
The Awarding Authority shall therefore procure a system for logging audio in the Ambulance Control Centers in the health region Helse Sør-Øst, with an accompanying maintenance agreement

Vilkår for deltakelse

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

- Credit appraisal through the credit rating agency AAA Soliditet AS/Dun & Bradstreet. Tenderers achieving rating A (worthy of credit without guarantee) will comply with the qualification requirement. The Awarding Authority will obtain the credit appraisal from AAA Soliditet AS/Dun & Bradstreet themselves and this will be the basis for the assessment stated above. Other credit rating reports are not considered. The tenderer is responsible for controlling own rating in such a way that all necessary documentation, if any, is attached the tender. See the following bullet point.

- Tenderer with lower rating than A may present controlling company guarantee (see annex 3). If controlling company guarantee is submitted, the controlling company is rated in an equivalent manner and the requirement of rating A also applies for the controlling company. The tenderer who present controlling company guarantee where the controlling company achieve rating A complies with the qualification requirement.

- Tenderer with lower rating than A may instead substantiate that the qualification requirement is complied with by presenting annual accounts including auditor's reports for the two recent accessible fiscal years. Based on the received documentation, the Awarding Authority will conduct a concrete assessment of the tenderer's fulfilment of the qualification requirement.

- Recently established companies shall present annual accounts, including the auditor's reports for the time period the company has been in operation. In order to be qualified, the tenderer must as a minimum be profitable, have positive cash flow for the last year and have positive equity. Based on the received documentation, the Awarding Authority will conduct a concrete assessment of the tenderer's fulfilment of the qualification requirement

- A brief and general description of the company and the company's organisation and spheres of activity.
- Verification that the tenderer has ability and capacity to undertake the assignment.
- List with a brief description of the principal and most relevant deliveries related to this concrete assignment for the previous 3 years, including information of value, date and name of public or private awarding authority.
- If the tenderer plans to engage sub-suppliers, a statement of liability shall be presented. The liability statement shall verify that the tenderer has access to necessary resources during the entire contract period (see annex 4).
