Submission of requests to participate

Requests to participate, clearly marked ”13/00304 - Framework Agreement for consultancy services of project resources for Air Navigation Services - Avinor”, may be:

a) either sent by registered mail (date of postmark serving as evidence of timely delivery) to the following address (Post Address):

Late delivery of requests to participate may lead to the non-admissibility of the tender and its rejection from the award procedure for this contract. Requests to participate sent by email or fax will be non-admissible.

Formal Requirements:

In order to be valid, the requests to participate shall be prepared in accordance with the following requirements:

Closed: Requests to participate shall be delivered in a closed/sealed envelope or package.

Marking: The request to participate documents, as well as the envelope and package, shall be clearly identified with the following marking: ”13/00304 - Framework Agreement for consultancy services of project resources for Air Navigation Services - Avinor”

Copies: Requests to participate shall be delivered in one hard copy and one CD/Memory stick with all documents on electronic format.

Language: English shall be used throughout the request to participate documentation.

Signature: The requests to participate shall give the full legal name and registered office of the tenderer, and be dated and signed with the normal signature of the person or persons authorised to legally bind the company.

Structure: The requests to participate shall be complete and must be structured in accordance with the instructions given.

Avinor reserves the right to reject requests to participate that do not comply with the requirements identified herein.

The tender procedure is a two-phased process, whereas a prequalification of interested candidates will take place prior to the issuance of invitations to tender.

The qualification criteria with the corresponding documentation criteria identified in article III.2 above will form the basis of the qualification and qualitative selection of the undertakings.

Avinor reserves the right to restrict the number of qualified candidates to five. These five will be the five best candidates after the evaluation of the requests for participation.

Depending on final scope and contractors ability to deliver the whole or only part of the scope, Avinor reserves the right to split the scope into two or more contracts. Avinor also reserves the right to enter into two parallel agremmentents if no contractor is able to fullfill the total need within the required scope for the(split)contract. Avinor reserves the right to not purchase any specific quantity under this/theses framework agreement(s). Furthermore, it is Avinor's discretion to include similar services in agreements with other suppliers on a case- to case basis.
