A new emergency control centre for the Norwegian Police shall be constructed at Alna/Nyland West. The site is situated just east of Nedre Kalbakk road and south of Østre Aker road/the Main Line. The site has an area of approx. 30 decare. The site is included in the area X6 in the municipal plan for Groruddalen's central areas (approved 11.06.1997).
The emergency control centre shall i.a. accommodate the police units' helicopter service, the entry team and the canine service, presently situated at 3 different locations.
In connection with this, Statsbygg, henceforth referred to as the Awarding Authority, requests tenders for planning of the site and necessary area required for roads, access, securing of the facility or other measures required for an overall planning of the facility.
The zoning plan shall be executed as a governmental plan. The Ministry of the Environment shall function as planning authority in this project. The municipality shall be the opinion party and joint venture partner in the zoning plan process.
The planning proposal shall provide adequate latitude for construction of an emergency control centre based on the site's potential for development. The planning proposal shall also be adapted the draft and preliminary project concurrently prepared by a separate engineering design group. This shall enable the emergency control centre to safeguard its function as an efficient, dynamic and future oriented facility.
The assignment includes delivery of a complete planning proposal, including planning programme, impact assessment and zoning plan with plan chart, planning regulations, plan description and all required supplements.
The material shall comply with the requirements related to a good basis of assessment for the planning authority/ decision-making authority (the Ministry of the Environment) and involved parties, and shall provide adequate frames for engineering design, building applications management and implementation of a new emergency control centre.
Included in the assignment is also delivery of licence application to the aviation authorities in accordance with the Aviation Act's §7-5. This shall be executed simultaneously with the zoning plan works and in close dialogue with the Awarding Authority, the engineering design group, the Norwegian Police and the Civil Aviation Authority.
