Møre og Romsdal County Municipality as Award authority invites you to an open tender competition for performance of the following services in connection with K002 Ålesundstrukturen:
— Programming architect
The tender competition covers programming architect with the object of developing a functional programme as part of the construction programme for schools in Ålesundstrukturen.
All tenders must be submitted electronically via the Mercell website, www.mercell.no within the tender deadline. Tenders submitted late will be rejected. (The system does not permit electronic submission of tenders via Mercell after the tender deadline has expired).

It is recommended that the tender be delivered in good time before the deadline, for example at least 1 hour before the tender deadline.

The latest tender submitted is considered to be the final tender. The new tender must meet all formal requirements.
The tender requires an electronic signature on delivery.
On submission of the tender you will be asked for an electronic signature to confirm that it is the actual tenderer who has made the submission. Electronic signatures can be obtained on www.commfides.com www.buypass.no or www.bankid.no

Beskrivelse av opsjoner:

The following options shall be included in the tender:

Option 1: Programming Architect for Borgund Secondary School.

Ref. descriptions in Appendix A2.

If the option is not exercised, suppliers will have no claim on the Award authority beyond the orders that the Award authority has made to the supplier.

(1) Company registration certificate.

(2) Value added tax certificate (National requirement)

(3) Company tax certificate (National requirement)

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

In order to qualify, the supplier must have workers who have wages and working conditions that meet the provisions of Regulation No. 112 2008-02-08 regarding payment and working conditions in public contracts, requires of the provider in connection with publication of service contracts and works contracts. Confirmation of self-declaration on the attached form.

Økonomisk og finansiell stilling:

Supplier must document that the company has the financial ability to perform the assignment by disclosure of official annual accounts for the last 2 years, 2011 and 2012 attaching the board and auditors reports.

Liability insurance must have at least coverage in accordance with ISO 8402:2010. A copy of the insurance policy must be attached as evidence.

Teknisk og faglig kapasitet:

As a minimum, project managers within the supplier's organisation must be Norwegian speaking. Documented personal statement. See also section 3.4 in Administrative provisions regarding language in the project .
