The WEB section's sound and picture services shall, through www.regjeringen.no offer the government and ministries stable, predictable and flexible systems for live and on-demand internet transfer of their press conferences, seminars and other events.The Government Administration Services currently produces press conferences, video reports and informtion films in the form of its sound and picture services for the ministries and the office of the prime minister.
The VOD procurement shall consist of a system that administers uploading, storage and viewing of video films for the office of the prime minister, the ministries and DSS. The video films shall be able to be viewed on PC, Mac, Linux, tablets and mobile units. Emphasis will be put on how well the supplier covers viewings on a large breadth of final user platforms. The administration interface shall have the possibility of establishing different roles and sub files (ministry files). This system shall also be used by non-professional users who have little knowledge of video technology. Emphasis will therefore be put on user friendliness with a view to functionality for administering video films.

The awarding authority has an option for a further three years extension, one year at a time, so that the contract can run for a maximum of five years from when it is signed or the delivery day. The contract will be valid for the Government Administration Services. The system must however be able to handle all the ministries having publication users that can communicate content in the system.
