Utlendingsnemnda has a program (Straight To The Matter) that focuses on efficiency improvement and organizational development. We are now entering a new phase,. We are in the process of assessing whether the program Straight To The Matter is to be continued or terminated, which of the projects should be continued respectively transmitted to the line, how continuing projects should be managed and the need for external services.
We will include a description of the specific needs for consultancy services in the tender documents, which comes in second stage of this procurement process. Utlendingsnemnda will thus in the tender documents request offer for specific consultancy services connected to organizational development and IT. The startup of the services will be as soon as possible after signing a contract.
In addition, Utlendingsnemnda will include options for non-specific consultancy services within organizational development and IT.
The consultancy services may be, but shall not be limited to:
— Project management.
— Support to project management and change management.
— Specific analysis and surveys.
— Possible projects as a result of changes in laws and regulations relevant to Utlendingsnemnda.
— Supporting establishment of new departments and functional units.
— Major restructuring as a result of political decisions.
— Measures and projects Utlendingsnemndafind it appropriate to implement.

Utlendingsnemnda shall have options on procuring consultancy services for now unspecified activities within the organizational development and IT-area. What kind of activities/projects this may be, will depend on what measures Utlendingsnemnda decide to implement.

The company's last annual report including the auditor's report to the relevant public authority in the country where the service provider is established, as well as recent information that is relevant for the company's accounting figures.

The service provider is required to have good financial capacity to fulfil the contract.

Teknisk og faglig kapasitet:

1. Description of the suppliers capacity and qualifications within the consultancy/consulting unit or equivalent. Capacity and qualifications within irrelevant units, e.g. tax, acquisitions and audit are not of interest to Utlendingsnemnda.

As regards capacity, we require a description of the relevant units that can carry out the kind of services requested in paragraph II.1.5) in this notice. The supplier shall furthermore state how many consultants with relevant competence and experience he has to his disposal who can carry out the kinds of assistance requested in paragraph II.1.5) in this notice within each unit(categories of competence and experience are defined in the qualification documents).

Which persons will be offered in phase two of the competetion shall not be delivered at this stage nor shall CVs.

As regards qualifications, we require a short overview of general relevant competence the supplier posess within each unit that can carry out the types of assistance requested in paragraph II.1.5) in this notice.

2. The suppliers most relevant contracts (maximum 30) as regard the kind of services that are requested in paragraph II.1.5) in this notice the last 3 years, including a thorough description of the the services, their value, date and customer.

3. A description of the quality assurance system, including the system for assuring the development and maintenance of competence. Attach any certificate(s) issued by certification entities that confirm fulfilment of quality assurance standards.

If a supplier provides a description of the quality assurance system which is valid for all the service units at the supplier, this must be apparent in the request for participation. If a supplier provides different descriptions for different units, it must be apparent which units the descriptions is valid for.

1. A good ability to fulfil the contract is required.

2. Experience from similar contracts is required.

3. A good quality assurance system is required.
