The agreement involves delivery of cleaning services. The Norwegian Industrial Property Office henceforth referred to as the Awarding Authority, requests tenders for daily cleaning and commission cleaning. The total areas of the premises are 7 414 m² mainly divided between office landscape/offices, meeting rooms/quiet rooms, social zones/ kitchenettes, copy room, storage rooms, toilets, exercise rooms, archives, corridors and canteen. (4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

The tenderer shall have good solidity. The solidity is compared with the risk of the assignment. This shall be substantiated by presenting the tenderer's annual accounts for the previous 2 fiscal years.

The annual accounts shall include the auditor's report. If the company is not obliged to audit, information thereof shall be given in the tender. Recently established companies may substantiate financial solidity through annual accounts from when the company was established until the latest possible date.

The Awarding Authority reserves the right to obtain credit appraisal of the tenderer if found necessary. The tender should have score A or equivalent credit rating.

Teknisk og faglig kapasitet:

Registration in the Authorisation Scheme for Clearing Companies. Tenderers and sub-providers, if any, excepted to be engaged in the contract shall be registered in the Norwegian Labour Inspection Authority‘s authorisation register for cleaning companies.

Documentation of approval or application subject to processing shall be presented. The Awarding Authority reserves the right to reject tenderers if the tenderer or sub-providers are not in the authorisation register of the Norwegian Labour Inspection Authority.

If the tenderer has submitted application for registration, the tender is accepted provided that the tenderer's application is approved. If the application is rejected, the agreement is automatically terminated. The tenderer shall keep the Awarding Authority constantly informed of status of application and approval.

It shall be substantiated through ID cards that all cleaners that shall or might be used in assignments involving the Awarding Authority is registered through the authorisation scheme. The documentation shall be updated during the contract period.

Competent and experience provider. The Awarding Authority requires a competent service provider with relevant extensive and long experience. Competence and experience from equivalent assignments (office buildings with an area of more than 1000 m²) shall be described.

Experience from previous equivalent assignments shall be substantiated with references. The assignments shall be stated in m². Only assignments where the reference person is stated will be evaluated.

List of reference persons with names, organisation belonging, title, telephone no and brief description of the assignments the provider has executed for the reference. The Awarding Authority reserves the right to contact the references without notifying the provider and to obtain references from other than the stated references. Own references may be considered important.
