Procurement of a trade system for Endoscopy

In accordance with Helse Sør-Øst RHF's strategy for regional standardisation and coordination of ICT systems in the region, a project shall be carried out for the procurement of a new regional endoscopy system. The project shall be carried out as a regional initiative managed by Oslo University Hospital (OUS).
The background for the regional initiative is the need at OUS. OUS currently has two specialist applications for the documentation of endoscopy; examinations connected to the oesophagus and stomach and intestine system, one application for Rikshospitalet and one application for Ullevål. Approx. 12000 endoscopies are carried out in total at OUS every year and there are approx. 50 users that use the two systems. The current two applications are integrated with the current PAS-system (PasDoc). This integration will disappear when the current PAS-system is replaced and a regional DIPS system is implemented, which shall be completed autumn 2014. The existing endoscopy systems will not be able to continue after this implementation and there is therefore a need for a new and joint endoscopy system.
Several of the health companies in the region do not currently have sufficient systems for endoscopy and there are various challenges connected to the respective current systems, including functional, technical and safety aspects.
The most important reason for carrying out the project is however that the systems will no longer function when DIPS is implemented at Oslo University Hospital.

Credit rating from a certified credit rating agency. Service providers that achieve a rating equivalent to A (credit rating without security) at the credit rating agency Dun & Bradstreet (D&B) will fulfil the qualification requirement. The awarding authority reserves the right to obtain its own credit rating from the credit rating agency D&B. Service providers that achieve a lower rating than A can document that the qualification requirement is fulfilled in alternative ways, cf. the qualification documents.

Service providers must have the economic and financial capacity to fulfil the contract's extent and obligations, including being credit worthy, having satisfactory liquidity and a low risk of bankruptcy.

A short and general description of the main service provider, its organisation and areas of operation.

A short and general description of any sub supplier(s), their organisation and areas of operation.

If a tenderer will use sub suppliers, a binding statement shall be enclosed that shows that the service provider can use the necessary resources and any equipment and tools/methods for the entire contract period. Confirmation that the service provider and any sub supplier(s) in total have the ability and capacity to take on the assignment.

An overview of the average number of total employees as well as the number of employed consultants in the last three years within the fields that are relevant for the procurement, as well as the "turn over" for all employees and consultants at the service provider and sub suppliers.

The number of relevant contracts in the last three (3) years shall be summed up in total. Relevant contracts mean ready developed systems with relevance for the need. If a service provider has not provided new deliveries/systems in the last three years, systems in current customer relationshps will be accepted.

A detailed description of one (1) to three (3) of the most important and relevant deliveries of equivalent systems in the last three (3) years.

Service providers shall have good capacity related to the contract. This means that the tenderer shall have the capacity to complete, implement, support and further develop the system for health companies that are included in the contract during the contract period.

Service providers shall have sufficient ability to fulfil the contract obligations.

Sufficient ability means that service providers shall have provided systems/services that are relevant for the awarding authority's needs.
