The Ministry of Defence, henceforth referred to as the Awarding Authority, wishes to invite to a tender contest where the objective is to enter into an agreement for delivery of a full electronic case processing and archive system.
The full electronic case processing and archive system shall meet the Awarding Authority's requirement for process support, case and document flow, casework, follow up of manager, task dispatching, archiving and journaling. Tenders for part of the assignments are not allowed. The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

Very good solidity is required: The company's most recent annual report as well as recent information with relevance to the company's accounting figures. Annual report is defined as the report the Norwegian companies submit the Brønnøysund Register Centre.

Teknisk og faglig kapasitet:

Requirement 1: Organisation and capacity: Very good implementation ability is required: - Description of the tenderer's organisation, company structure, ownership structure and area of operations. The tenderer shall state number of employees in the company and a description of arrangements, if any, with sub-provider for replacing personnel in connection with absence. If sub-providers are involved, a description of their organisations, company structure, ownership structure and sphere of activities.

Requirement 2 Experience and references: It is required that the company has experience from equivalent assignments of delivery of full electronic case processing system. Overview of the company's most relevant assignments during the previous 3 years, including contract value, date and contact person (name, telephone no. and e-mail address).

References are contacted if clarification of assignment relevance is required. However, it is the supplier's responsibility to substantiate relevance through description.

Requirement 3 Quality assurance system: It is required that the tenderer has a good and efficient quality assurance and quality control system: - The tenderer's quality assurance system shall be described. Certifications shall be substantiated by presenting a copy of the certificate.

Requirement 4: Noark 5 komplett. Provisional approval for NOARK 5 komplett is required. - Provisional approval from the National Archives of Norway.
