Procurement of a consultant for Regulation of Holtet station area

The Agency for Real Estate and Urban Renewal, Oslo municipality, henceforth referred to as the Awarding Authority, aims at preparing a complete detailed zoning plan for Holtet station area. The contract includes all works until political hearings and decision have been made.
The plan draft has been prepared and discussed in the Planning and Building department (abbreviated PBE). A clarification meeting was held in August 2012. The plan draft is subject to some adaptations prior to submitting plan drafts.
This assignment includes preparation of the plan draft and delivery of complete plan proposal. Cooperation with PBE in connection with development of the plan proposal is agreed upon.
SWECO has been assignment consultant up until now and is also responsible for traffic analyses and other technical disciplines, if any, in this stage of the project, but will no longer be responsible for coordination and project management. Digitized map and draft basis is available and will form the foundation for further preparation.
The assignment includes preparation of complete material for zoning plan proposal/detailed zoning plan in accordance with the Planning and Building law's regulations for Holtet station area. C.f. the attached map showing plan demarcation

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Chose between:
Credit appraisal/rating, not older than 6 months, which shall be based on the most recent known accounting figures. The rating shall be carried out by a publicly approved credit rating agency.

The company's annual accounts for 2011, auditor's report for 2011 and the board's report for 2011, as well as recent information with relevance to the company's accounting figures.

It is required that the tenderer has sufficient financial capacity to implement the assignment/meet the contractual obligations.

Description of the company: the company's competence profile and existing activities.
Description of the company's perviously executed assignments with relevance to the execution of this assignment - equivalent planning processes from complex urban areas, including the value, date and awarding authority. Due to this qualification requirement, individual CVs are not requested.

Certificate of the company's quality assurance system/control system issued by independent bodies which verify that the tenderer comply with certain quality assurance standards, e.g. ISO 9001:2002.
The Awarding Authority also accepts other documentation which demonstrates that the tenderer has equal quality assurance measures. As a minimum, a general description of the content of the system, including an overview of inspection plans and check lists with relevance to this contract shall be presented.
