Organisational and legal position - Requirement: Suppliers shall be a legally established company.
Documented by: Norwegian companies: Company registration certificate from the Brønnøysund Register Centre. Foreign companies: Proof that the company is registered in a trade register or company register as mandated in the law in the country where the supplier is established.

Legal requirements:
Qualification requirement - Tax: Tenderers mut have their tax and payroll tax payments in order in accordance with the law.
Documented by: Tax certificate. The certificate shall not be older than 6 months calculated from the deadline for receipt of tenders. Any arrears or other defaults must be accounted for.
Qualification requirement VAT: Tenderers mut have their VAT in order in accordance with the law.
Qualification requirements - HSE:
Tenderers shall confirm that the company is working systematically to fulfil the requirements in the health, environment and safety law and that they fulfil the internal control regulations. Tenderers shall furthermore confirm that the company is legally organised in accordance with the current tax and working environment rules for employees' professional and social rights, and they shall accept that the awarding authority has the right to review and verify the company's system for health, environment and safety.

The document shall be in accordance with annex 2 in the Public Procurement Regulations.
Økonomisk og finansiell stilling:
Documentation requirement 1: Credit rating, not older than 3 months calculated from the deadline for receipt of tenders, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution. Newly established companies that do not have a credit rating must present equivalent documentation, for example, an account of equity and the financial position confirmed by an auditor.

Requirement 1: Suppliers shall have the financial capacity to fulfil the assignment/contract.
Minimum requirement: Credit worthy.
Teknisk og faglig kapasitet:
Quality system - Documentation requirement: An account shall be enclosed of the supplier's quality assurance system/control system or a copy of a system certificate issued by an accredited certification body or equivalent documentation.
Experience - documentation requirement: A reference list shall be enclosed with a minimum of one reference that shows that the qualification requirement is fulfilled. Each reference shall include information on the assignment's content and extent, value, date, length, awarding authority, contact person at the awarding authority with an e-mail address and telephone number.

Environment - documentation requirement:
The measures can, for example, be documented by the company having implemented a third party certified system for environment management in accordance with the criteria for Miljøfyrtårn, ISO 140001 or equivalent. For certification in accordance with the mentioned standards, the certification is enough documentation. If another environment control system/other environment measures are used, alternative documentation must be enclosed.

The awarding authority would preferably like to receive the documentation in the form of annex 5 - self declaration on environment management and annexes as requested in this.
Ethical and social requirements: Tenderers shall fill in the self-declaration Ethical and Social Requirements (Annex 4).

Quality system - Requirement: A good and well functioning quality assurance system is required for the services that shall be provided.
Experiene - Requirement: The company is required to have experience from equivalent assignments. Equivalent assignemnts means the delivery of a lorry with a hook lift and the delivery of a water tank with equipment for the fire service in Norway, of approx. the same extent, length and value.

Environment - Requirement: In order to ensure that the relevant environment requirements in the contract are fulfilled, suppliers are required to have sufficient relevant environment competence, control systems and routines for quality assurance of the services that shall be provided.
