Procurement and maintenance of document control and improvement system (DFS)

Helse Sør-Øst RHF invite companies to a negotiated procedure for the procurement, adaptation, implementation and maintenance of a regional document control and improvement system for the health companies in Helse Sør-Øst RHF.
The document control and improvement system — DFS consists of the following areas:
— Document control (steering documentation; procedures, guidelines etc.).
— Unwanted events (deviations) for; patient, employees, system etc.
— Improvement proposals.
— Complaints management.
— Inspection and auditing.
— Risk management/risk handling.
— Action plans (HSE etc.).
— Trend analysis.
— National professional procedures (the health library).
— 3-3 notification (knowledge centre/the government's health supervisory authority).
There are currently many different deviation and documentation control systems used in the region. The systems are provided by different service providers. The current situation requires extra resources for the awarding authority to administer, maintain and run the different systems. This is the background for the decision to procure a regional document control and improvement system.

Service providers must document the economic and financial capacity to fulfil the contract's extent and obligations, including being credit worthy, having satisfactory liquidity and a low risk of bankruptcy.

(1) Overview of the company's total manpower.

(2) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).

(3) A statement of the quality assurance/quality control system operated by the company.

(4) Other documentation required (please state below).

Minste nivå(er) av standarder:

Tenderers shall have satisfactory qualifications and the capacity for the contract. This means that the tenderer shall have the capacity to complete, implement, support and further develop the system for all the health companies during the contract period.
