Procurement 69/2013 - Framework agreement for purchase of work notification service

Oslo Municipality, Water and Sewerage Authority, hereinafter called the Award authority, invites you to a negotiated two stage competition for procurement No. 69/2013 applicable to procurement of a framework agreement for the purchase of services for roadwork notification.
The Water and Sewerage Authority (VAV) supplies the capital with drinking water and wastewater handling. Activities are funded through water and sewerage charges.
The agency is responsible for operation, maintenance and renewal of the city's treatment plants, pumping stations and pipework for both drinking water and wastewater. The agency also oversees Bekkelaget treatment plant, operated privately, and covers Oslo's share of the costs of the inter-municipal Vestfjorden Avløpsselskap (VEAS). Other key responsibilities include management of water source areas, inspection of watercourses in the city, guidance and information to customers, subscribers and the community at large. Activities are regulated by a number of laws and regulations, of special importance is the law on municipal water and sewer charges, pollution control act and regulations on water supply and drinking water.
VAV lay water and wastewater pipelines in Oslo's streets and roads, including the downtown areas and traffic junctions. This applies to both new pipelines and rehabilitation of the old.
The Department of technical readiness (ATB) needs to prepare closure plans/excavation notifications and establish necessary safeguards and signs associated with work in, for example, streets and roads, as well as placement and retrieval of, among other things, signs and other appropriate markings. The framework agreement may also be used by other departments within agency.
