Parallel framework agreements for consultancy services within 7 service categories

Direktoratet for forvaltning og IKT (Difi)

Parallel framework agreements shall be established for 7 service categories with 5 providers within each service category, provided there is a sufficient number of suitable tenders in the contest.
The agreements shall cover Difi's need for assignment/assistance of consulting services within the service categories, as shown in Appendix 1 - specifications/product description, for all of Difi in Oslo and Leikanger.
Submission of Tenders:
All tenders shall be submitted electronically via the Mercell portal, www.mercell.no within the deadline. Late tenders will be rejected. (The system does not allow submission of electronic tenders after the tender deadline.)
If you are not a user of Mercell, or if you have questions about the functionality of the tool, for example, how to submit a tender, contact Mercell Support on telephone number: 004721018860,orby email to support@mercell.com.
We recommend that tenders are sent in good time, for example 1 hour before the deadline expires. If there is any additional information from the awarding authority and you would like to change your tender before the deadline for receipt of tenders expires, you can go in and open the tender, make any changes and submit it again right up until the deadline expires.
The final received tender will be seen as the final tender.
When the tender is submitted, the supplier will be asked for an electronic signature to validate the suppliers identity. Please note that it may take a few days to obtain such electronic signature, so we recommend that such process is started as soon as pssible.

K 03 Company Certification - Requirements: The supplier must be a legally established company. Documented by Company Certificate or equivalent from tenderer's country of origin.
K 04 HSE self-declaration - Requirements: The Contractor shall vouch that the company is working systematically to comply with environmental, health and safety legislation and that they satisfy internal regulations. Supplier shall also confirm that the company is legally organized under applicable tax and work regulations regarding employees' professional and social rights, and accept that the Award authority has the right to review and verify the system for safeguarding health, safety and environment. K05 Economy - Requirements: Supplier shall have the financial capacity to complete the assignment / contract (Good solvency or credit worthiness) documented by: Credit rating from a recognized credit rating agency, not older than 6 months.
Teknisk og faglig kapasitet:
K06 Experience Requirements: Suppliers are required to have relevant experience from similar assignments.
Documented by: List of the three most important deliveries or services performed within each service category in the last three years, including information on the value, date and name of the public or private recipients. If these cover services to public Award authorities, it shall be documented by certificates issued or certified by the competent authority. If these cover supplies to private organisations, the certificates shall be issued or confirmed by them. In the absence of this, a statement from the supplier can be accepted.
