Assignments under the framework agreement will primarily involve the valuation of agricultural property in accordance with the principles of the Compensation Law, and assistance during negotiations and any legal processes. The agreement will also include expert assistance in calculating the loss of use of agricultural properties for search shafting in connection with the mapping of cultural heritage, and other advice and assistance falling within the provider's competence.

Foreign service providers must enclose documentation that the company is legally registered in their home country.
Norwegian service providers do not need to document fulfilment of the requirement beyond enclosing tax and VAT certificates, cf. the point mentioned below.
Service providers shall fulfil legal requirements in Norway within health, environment and safety:
HSE self-declaration completed and signed.
Service providers shall have their tax payments in order:
Tax certificate (for tax, advance payments, garnishments, payroll tax), type RF 1244, issued by the chief municipal treasurer where the service provider has his main office.
VAT certificate, type RF 1244, issued by the tax collector in the relevant county.
The certificates shall not be older than 6 months calculated from the deadline for receipt of tenders.

Credit rating of the service provider, not older than 6 months calculated from the deadline for receipt of tenders. The rating shall be carried out by a company with a credit information licence from the Data Inspectorate, see www.datatilsynet.no. The result of the credit rating shall be given as a graded value (letter or number) on a defined scaled.

If a service provider refers to a guarantee issued by another company (e.g. parent company), in order to fulfil the requirement, an equivalent credit rating must be enclosed from this company. In addition a legally binding confirmation from this company stating that they are joint and severally liable for any liability under the contract must be enclosed.
