Pandemic influenza vaccine

The Norwegian Institute of Public Health (NIPH), on behalf of the Norwegian Ministry of Health and Care Services, will conduct a competitive dialogue for procurement of pandemic influenza vaccine to the Norwegian population. The purpose of this tender is to ensure that the inhabitants of Norway have access to vaccine in case of a possible pandemic influenza throughout the agreement period. The awarded contracts will contain an option for delivery of pandemic influenza vaccine in the agreement period. The viral component must be in accordance with the recommendations made by the WHO. The total volume will cover full immunization of up to 5-5 500 000 people (the Norwegian population at the time of delivery). The number of doses ordered by the NIPH from each supplier in case of an outbreak will be dependent on the chosen immunization regime and the expected severity of the pandemic. NIPH's preliminary intention is to enter into agreements with two suppliers in order to ensure the best possible security of supply. In addition to the primary obligation comprising manufacturing and supply of the vaccines, and subject to separate remuneration, both suppliers shall reserve production capacity adequate to fulfil their delivery obligations under the agreements. In order to establish a complete set of terms and conditions for the competition and the delivery agreements in accordance with what the market operators are able to meet, NIPH is dependent on further information from potential suppliers. NIPH is i.e. dependent on further information regarding possible delivery time, doses and packaging. Considering that NIPH is currently not able to establish a complete set of tender documents, the procurement will be conducted as a competitive dialogue. By documenting the fulfilment of the qualification criteria in the current invitation, suppliers will be qualified and invited to further participation in the dialogue.
