Operation and service contract for fire alarm installations

Boligbygg Oslo KF

Boligbygg currently has 96 properties with automatic fire alarm installations. During the first quarter of 2013 twenty new properties shall be upgraded with all-covering fire alarm installations. The installations are located in the various buildings belonging to Boligbygg Oslo KF, see annex 5 Property List with and overview of the fire alarm installations.
The competition is for services for carrying out legally imposed annual inspections and service of fire alarm installations. The competition is also for the awarding authority's need for technical assistance with maintenance, repairs and assistance/support in cases of system errors.
The purchase of components is also a part of the contract.
Changes/upgrades to the existing installations shall be compatible with the existing systems as these must be work with the existing centres and warning systems.

The contract is for 2 years with a unilateral option for the awarding authority to extend the contract for a further 2 years (1 + 1) on the same terms as the first 2 year period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

(1) Other documentation required (please state below).

— Credit rating not older than 1 year based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.

Minste nivå(er) av standarder:

— Service provider shall have sufficient financial capacity to fulfil the assignment/contract and they shall be credit worthy.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below).

(1) Central certification or a statement that the service provider will get local certification for the right to be responsible or proof of certification based on European standards or other satisfactory documentation that the requirement is fulfilled.

(2) Overview of the service provider's (including any sub suppliers) total manpower relevant for the contract work. If sub suppliers will be used, a binding statement shall be filled in, annex 6. An overview shall be given of which parts of the work will be carried out by sub suppliers and which sub suppliers shall be used.

(3) Documentation of authorisation.

(4) Service providers shall have very good experience from equivalent contracts.

(5) Service providers shall document that they have a well functioning quality assurance system.

Minste nivå(er) av standarder:

(1) Service providers shall be qualified for central certification or qualified for local right to be responsible or equivalent in development class 2.

(2) Sufficient capacity to fulfil the assignment, including available resources with relevant professional competence and competence in all of Boligbygg's installations (see the annex). Service providers must also have the available resources for acute assignments (possibly connected to sub suppliers).

(3) Service providers shall be authorised by a minimum of one system supplier to carry out service on fire alarm installations.

(4) Service providers shall state relevant reference projects carried out in the last 3 years. Information shall be given on the awarding authority, the work that was performed, the value of the work, date of execution and the name/telephone number of a contact person at the awarding authority.

A minimum off 3 reference certificates ought to be filled in by previous awarding authorities.

The awarding authority reserves the right to contact the references.

(5) An account of the company's quality assurance system, control system and internal control system. The awarding authority would like service providers to give a thorough account of which quality assurance system will be used for the contract work, including which specific control documentation the awarding authority will receive on the basis of the work carried out.

In addition an account shall be given of the relevant operation and maintenance documentation (OM-documentation) for each assignment. A contents overview shall be enclosed as well as documentation in the form of internal control forms and check lists.
