Norsk kulturråd

Kulturrådet, hereafter Arts Council Norway, requests an operating agreement with an external operating partner for part of their system portfolio.
Important parts of the assignment are related to the Arts Council's project to digitise the application and case processing (the ESS Project). Initially, a solution shall be established for the ESS solution's external part - cf. Section 3.2 of Appendix 1.
This is a 2 year agreement with an option of a 1 + 1 year prolongation.
Estimated cost frame, including options, is 4 000 000 - 7 000 000 NOK, excluding VAT over up to a 4 year period. This is an estimate and not binding upon award authority.
Award authority is free in their use of services under the agreement.

The most recent annual reports, and annual accounts including auditor's notes for the last 3 fiscal years, shall be submitted.

An account of service provider's certifications, defined processes and work related to ITSM and ITIL or equivalent.

Service provider's quality assurance and quality control system, including the safeguarding of information and any ISO certifications.

Reference projects as indicated in Table 2 below

Service provider shall, in the tender documents, specify how much of the contract they intend to use sub-contractors

Documentation of competence and capacity of the unit or units in the company that will be responsible for providing operational services to the award authority. Documentation must be completed as indicated in the table below.

List of service provider's (maximum 5) relevant deliveries in the last three years. The list must include:

- Award authority's name

- Award authority's contact person with contact information

- Period

- Service provider's role/responsibility

- Description of the supply (duration and extent)

- with focus on degree of co-operation with award authority and system suppliers
