Open tender contest-professional assistance in accounting and management - DFØ

The Norwegian Government Agency for Financial Management (DFØ), henceforth referred to as the Awarding Authority is the Norwegian State's expert agency in financial and performance management. The Awarding Authority's paramount objective is to organise joint systems in the state and high quality management for the various governmental activities.
The Awarding Authority shall contribute to improvement of the use of resources in the state through administration of the regulations and through competence measures, consultancy service and development of methods and systems.
The Awarding Authority provides financial services (wages and accounting) for approx. 65 - 70 % percent of the government companies.
The Awarding Authority currently has approx. 370 employees divided between seven offices and a central unit in Oslo. The offices are located in Hamar, Drammen, Kristiansand, Stavanger, Tromsø, Trondheim and Vadsø. See www.dfo.no for further information on the Awarding Authority and the organisation.
The Awarding Authority is holding an open tender contest where the objective is to meet the Awarding Authority's requirement for accounting assistance for three development projects in the Accounts department (RA). The agreement period is 2 years.
The Awarding Authority requests services for the following:
Assistance in accounting support.
Task:
— Development and documentation of standard report packages, both for departments conducting accounting in accordance with the SRS, as well as cash flow accounting.
— Contribute to development of reports/systems in accordance with alterations in reports to the national accounts from 1.1.2014.
— Contribute to development of an instruction manual related to financial statement analysis and annual accounts.
— Contribute to development of training materials and courses in use of reports in performance management.
— Contribute to professional development of test/course base, training materials and completion of an instruction manual which shall demonstrate the connection between SRS and cash flow accounting in various areas.
— Contribute to professional elucidation related to further development of entry string.
