Open tender contest-framework agreement for purchase of graphical services and products for DFO

The Norwegian Government Agency for Financial Management (DFØ), henceforth referred to as the Awarding Authority, shall implement an open tender contest where the objective is to enter into a framework agreement with one provider who shall meet the Awarding Authority's requirements for graphical services and products. The contract period is up to 4 years.
The Awarding Authority is the Norwegian State's expert body on financial and performance management in the state. The Awarding Authority is an administrative agency under the Ministry of Finance. The Awarding Authority's unique role is to safeguard the Norwegian State's requirement for an overall approach to financial management in order to ensure the best possible utilisation of the Norwegian State's resources. The Awarding Authority is responsible for:
— The governmental consolidated systems.
— The national accounts.
— The consolidate account system.
— Administration of the state's financial regulations.
— Method development and competence communication related to compliance with the financial regulations, financial management and performance management.
The Awarding Authority also provides financial services to government agencies that chose to hand over the payroll and accounting services to the Awarding Authority.

The Awarding Authority wishes to enter into a framework agreement with one service provider for delivery of graphical services. The contract period is from contract signing and 2 years ahead. Option for the Awarding Authority to prolong the agreement with up to 1 year + 1 year.
The Awarding Authority has current requirements for graphical services, mainly related to printed matter, illustrations, profiling materials and advertisements. This includes requirement related to technical competence and equipment for solving assignments in a rapid and good manner. The contract also includes creative consultancy in connection with design of new products, e.g. illustration of the Awarding Authority's services, graphical elements, exhibition materials, etc.
The Awarding Authority also requires photo competence both in relation to finding good illustration photos as well as consultancy in connection with use.
This assignment involves current services and not major development assignments. If for instance the Awarding Authority wishes to develop a new graphical profile, a separate tender contest will be published.
