Oslo municipality c/o Omsorgsbygg Oslo KF, hereafter called the awarding authority, invite companies to an open tender competition for a framework agreement for bio oil for 28 bio boiler plants.
Omsorgsbygg Oslo KF is a municipal company owned by Oslo municipality that shall develop, construct, run and maintain municipal buildings. The buildings mainly consist of nursing homes, residential and rehabilitation centres, nurseries, fire stations and arts buildings. Our tenants consist of district administrators and municipal departments. Omsorgsbygg Oslo KF place high demands on itself to carry out environmentally friendly choices within supplies, services and construction work.
Omsorgsbygg Oslo KF would like tenders for a framework agreement for bio oil. The framework agreement shall ensure delivery of bio oi to 28 bio boiler plants as needed. The estimated call-offs on the framework agreement can have a value up to 6 500 000 NOK in the framework agreement's contract period. The awarding authority emphasises that the figures are based on an estimate according to experience and the actual volume can vary. The locations can change. The estimate is not binding for the awarding authority.

Beskrivelse av opsjoner:
The contract is for the consumption in the period November 2013 - June 2014, whilst waiting for a joint contract, which is expected to be signed in May/June 2014. The awarding authority would, however, like an option for delivery for up to six months, if the above mentioned joint contract is not established.

Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts)
(2) A statement of the company's health, environment and safety policy
(3) A statement of the quality assurance/quality control system operated by the company.
(4) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts)
— List of deliveries for equivalent plants.
— An account of the supplier's average work strength and the number of employees in the administrative management during the last 3 years.
— An account of the tools, machines, instruments, material and technical equipment that the supplier can use for fulfilment of the contract.
— Suppliers shall, as a part of their tender, enclose a simple description of their quality and internal control system and how quality assurance and HSE will be carried out in the project.
