New automatic warning aid central and framework agreement for purchase of home centrals and sensors

Kristiansund kommune

Kristiansund municipality, henceforth referred to as the Awarding Authority, intends to procure a new receiving central as well as entering into a framework agreement for purchase of automatic warning aid units, henceforth referred as home centrals, and end user equipment. The end user equipment is in this context defined as the following type of sensors:
— Portable pendant carried by the user for notifications to the alarm centre.
— Fire detectors.
— Door sensors.
— Fall alarms.
— Bed guards.
— Incontinence alarms.
— GPS sensors.
During the agreement period, the Awarding Authority also requests sensors and equipment for biometric measurement in the users' homes, e.g. weight, blood sugar, SaO2, etc. Presently the Awarding Authority has approx. 450 home centrals.
Each home central has installed a portable pendant and fire sensor/fire alarm. The home centrals, pendants and fire sensors are the type Tunstall. The equipment volume was mainly procured in 2005 with 350 units and after 2008 supplemented with approx. 100 units. The receiving central is of the type
PC guard also delivered by Tunstall.
The alarm centre in Kristiansund municipality is also alarm receiving station for approx. 500 alarms from Fræna, Averøy, Sunndal and Smøla municipalities. These home centrals with accompanying sensors are not included in the tender, but a new alarm receiving centre must be able to receive alarms from these municipalities and the tender therefore requires that a new receiving centre as a minimum must receive alarms for the protocols Tunstall, CPC, Antenna, Homelink and Alliance.

Beskrivelse av opsjoner:
Option for the Awarding Authority to prolong the contract with up to 1 year + 1 year on identical condition. The total contract period including prolongation is 4 years. Prolongation of the contract, if any, must be released 2 months prior to expiration of contract, at the latest.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
The tenderer shall ensure equal salary and work conditions independent of nationality -Signed “Self-declaration ILO convention no. 94” and “self-declaration regarding salary and work conditions in public contracts”.

The tenderer is asked to inquire whether such information is available in RavnInfo.no. If the tenderer has valid reason for not presenting the requested documentation the tenderer can substantiate the economic and financial position with any document acceptable for the Awarding Authority.

Teknisk og faglig kapasitet:

— Description of the tenderer 3 most relevant deliveries during the previous 3 years. The description must include information of the value, date and recipient (name, telephone no. and e-mail address). The references may be contacted in relation to the relevance of the assignment. However, it is the tenderer's responsibility to substantiate relevance through the description.

Minste nivå(er) av standarder:
— The tenderer shall have experience from minimum 3 equivalent deliveries during the previous 3 years. Equivalent deliveries are defined as deliveries of automatic warning aid centrals to municipalities with more than 10 000 inhabitants.
— The tenderer shall have sufficient implementation ability and capacity.
— A good and efficient quality assurance system for the requested deliveries is required.
