The aim of the contract is to allow for the operation and supplementation of the parts of the existing network infrastructure in the Government Administration Services and the joint ministries. The network infrastructure is based on Avaya components and supplements and renewals of equipment and systems must be compatible with the existing network infrastructure. In addition, assistance and consultancy services connected to the network components.
With this background the Government Administration Services would like to enter into a framework agreement with one supplier for supplementary and new procurements of network components, as well as related consultancy services. Furthermore, the same supplier shall enter into a support and maintenance contract for the existing network infrastructure.
The network components that are procured under the framework agreement in the contract period shall, after approved delivery, be included in the continuous maintenance contract that will be signed as a part of this notice.

The total value of the contract is uncertain, as the need for the procurement of new equipment components and consultants will vary in line with the replacement and investment need. Figures from procurements of relevant network components in 2012 show that in 2012 network components were procured for 2 500 000 NOK excluding VAT. In the same period approx. 1 200 000 NOK excluding VAT was spent on support and maintenance, whilst approx. 250 000 NOK excluding VAT was spent on consultancy services.The estimate is made on the basis of the current consumpiton and is thus not binding for the awarding authority. The amount in the contract can therefore be both higher or lower per annum than the estimate in the tender documents. The estimate is only meant to give a snapshot of the turnover volume for the existing contracts in 2012.

Beskrivelse av opsjoner:

A framework agreement will be signed with one supplier who can cover the Government Administration Service's need for equipment and services over a four year period as well as a continuous contract for support and maintenance. The framework agreement for the procurement of equipment and consultancy services will last for 2 years from when it is signed with an option for an extnsion for 1 year at a time, so that the maximum length does not exceed 4 years.

— Suppliers shall have a satisfactory economic and financial position.

Documentation requirement:

— Solidity rating from a company with a licence to operate a credit information company. The rating must not be older than 3 months from the application deadline and it ought to provide information on credit worthiness and the degree of bankruptcy risk (bankruptcy prediction).

Qualification requirement:

— Tenderers shall have sufficient capacity to deliver.

— Tenderers shall have good experience from previous contracts.

— Tenderers shall have established satisfactory methods for quality assurance.

Documentation requirement:

— Description of the tenderer's technical personnel or technical units; delivery and management organisation, including the number of employees that the tenderer can use to fulfil the contract, whether they belong to the company or not.

— Documentation of the most important contracts in the last 3 years that are relevant as regards the above description of the procurement. The documentation shall provide information on:

a) The customer's name and contact information,

b) The delivery's extent, value and length,

c) The result/fulfilment of the quality targets.

— Description of the tenderer's quality assurance system and how this is implemented in the company.
