The purpose of the monitoring program is to assess the fate of the pollutants in the environment and the potential effects that the pollutants have in freshwater ecosystems. The aims of the program are the following:
- Report the pollutant levels at multiple levels in the food chain
- Estimate the degree of accumulation of pollutants in organisms and in the food chain
- Assess the potential effects of the different levels in the food chain
- Assess the contributions from different sources and their impact on the state of the environment
- Consider the condition as a basis for evaluating the need for action and the effects of measures

Egnethet til å utøve yrkesvirksomheten:

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established

(3) Value added tax certificate (National requirement)

(4) Company tax certificate (National requirement)

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Bidders shall be a legally established company.

Bidders shall have settled conditions with regard to tax payments and higher-value-added product.

Bidders shall have a functioning HSE system.

Credit appraisal / rating, not older than 3 months, based on the most recent financial figures. The rating shall be performed by an approved credit rating agency.

If any subcontractor(s) shall the bidder submit a binding declaration that the necessary rights over the subcontractor(s) capacity is in place.

Bidders must have sufficient economic and financial capacity to complete the assignment.

Including any subcontractor(s).

Teknisk og faglig kapasitet:

(1) A statement of the company's health, environment and safety policy

(2) A statement of the quality assurance/quality control system operated by the company.

(3) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts)

(4) Other documentation required (please state below)

There shall be included a brief and general description of the company. Including an explanation of the company's business idea and core business related to the delivery, an overview of the company's history and a description of current activities.

- Brief description of the bidder's quality assurance system. The description must include which methods / standards the system is based and built on also included the quality certifications held. This shall be stated on a maximum of one A4 page.

- Bidders must be accredited by a Norwegian Accreditation or other national accreditation bodies that have signed the multilateral agreements within the European Accreditation (EA) and / or the International Laboratory Accreditation Cooperation (ILAC) for accreditation of laboratories against the ISO / IEC 17025

- Bidders must submit a accreditation certificate.

- Bidders must demonstrate procedures for auditing and the maintenance of the quality assurance system.

- A statement of the supplier's environmental profile or relevant certificates.

Minste nivå(er) av standarder:

The bidder shall have a good implementation ability for this assignment. This required qualification relates to the bidder's company and not the personnel involved with the project.

The bidder shall have an operational quality assurance system and this shall function as intended. The bidder shall hold a general accreditation with ISO / IEC 17025. If the bidder will use a subcontractor(s) 1) (Companies for analysis or sampling), are the points in the right column applicable.

Bidders should have a clear environmental profile.
