Council on Ethics for the Norwegian Government Pension Fund Global

The Council on Ethics for the Norwegian Government Pension Fund Global (GPFG) is an independent body tasked with issuing recommendations to the Ministry of Finance in accordance with the Guidelines for the Exclusion and Observation of Companies from the GPFG (the Guidelines). The Ministry of Finance makes decisions on the exclusion or observation of companies from the Fund's investment universe based on the Council's recommendations. Both the Ministry's decisions and the Council's recommendations are made public.
The Council on Ethics calls for tenders on a four year contract to provide the following services:
1. Access to a database of companies' ESG (environmental, social, governance) performance and/or criticism;
2. Identification of companies in the GPFG where there may be an unacceptable risk that the company contributes to or is itself responsible for certain conducts as mentioned in section 2 paragraph 3 of the Guidelines (see 2.1 below);
3. Screening of companies producing certain products mentioned in section 2 paragraph 1 of the Guidelines (see 2.3 below).
Applicants are encouraged to apply for all three services collectively, although applications for screening services (exclusively) or database and identification (together) will also be accepted. Applicants wishing to bid for the database and monitoring services or for the screening services exclusively should state this clearly in their submission.

The service provider will also monitor excluded companies on the same basis with the purpose of validating whether the grounds for exclusion remain valid.Written reports will be submitted to the Council on Ethics on a quarterly basis in English or Norwegian and shall contain detailed information on the nature of the company's involvement in the areas covered by the product screening criteria as well as the sources of this information.The Council on Ethics will use the service provider's report as basis for its own analysis of companies. Serious or systematic human rights violations, such as murder, torture, deprivation of liberty, forced labour, the worst forms of child labour and other child exploitation;2. Serious violations of the rights of individuals in situations of war or conflict;3. Severe environmental damage;4. Gross corruption;5. Other particularly serious violations of fundamental ethical norms.The database will ideally provide an analysis of companies' environmental, social and governance (ESG) systems and document their record on these five criteria, with an emphasis on third-party criticism. The Council will also use the database to produce internal watch-lists in order to identify companies for in-depth sector studies.
