MA2645/13E Framework agreement, purchase of lighting equipment for TV drama production

Norsk rikskringkasting AS

The Norwegian Broadcasting Corporation (NRK), henceforth referred to as the Awarding Authority, invites to an open tender contest for purchase of lighting equipment for use in connection with TV drama production.
The framework agreement is extensive and shall mainly be related to lamps and other lighting technical equipment, but may also include purchase of other new technical assistive aids considered a natural part of the area.
The Awarding Authority aims at entering into framework agreements for the 4 main categories listed below with A/B/C ranking of prioritised suppliers.
The value of the entire agreement is subject to major variation (from 0 to 3 000 000 NOK/annum). The reason for this is that the replacement of equipment is not distributed evenly during the agreement period, but often occurs in bulks.
Even if the Awarding Authority has estimated the volume for each category, the volume is not fixed or binding for the Awarding Authority. This applies for each category and the total volume, as the requirement may vary considerably due to consecutive production volume, technological development, replacement frequency and upgrading/supplementing requirements during the agreement period.
The Awarding Authority reserves the right to competitive tendering of larger project in particular.
The framework agreement shall include the following four main categories:
HMI lamps.
Tungsten lamps.
Low energy lamps.
Light grip equipment

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

Documentation requirement: Economic and financial position shall be substantiated with the following information:

1. The latest approved annual accounts with annual report and auditor's statement;

2. The most recent quarterly accounts;

3. Recent, relevant information, if any;

4. The Awarding Authority reserves the right to obtain solidity evaluation from an agency with concession to conduct credit information activities.

— if the tenderer has valid reason for not presenting the requested documentation, the Awarding Authority may accept guarantee from controlling company which verify compliance with the qualification requirement. Alternative documentation suitable for compliance with the documentation requirement, e.g. statement from auditor or financial institution may also be accepted.

Minste nivå(er) av standarder: The tenderer shall have sufficient economic and financial position.
Teknisk og faglig kapasitet:

Documentation requirement, capacity: Description of the tenderer's delivery and service organisation, including number of employees as well as a description of the tenderer's backup storage and spare-parts logistics. It shall also be described how this is handled in a nationwide context, but with special emphasis on the Marienlyst/Oslo area.

It shall be specified which resources belongs to the tenderer and which resources, if any, belongs to other companies. If the tenderer relies on other companies' capacity in connection with compliance of the contractual obligations, a signed Statement of Liability from the relevant sup suppliers shall be presented. C.f. annex 1.

Documentation requirement, experience: Documentation of the tenderer's and sub-supplier's, if any, principal deliveries the previous 3 years with relevance and comparability to the requested products.

The documentation shall contain the following information for each delivery:

— the customer's name and contact information;

— delivered services/solutions;

— the delivery's extent, value and duration;

— a brief description of why the tenderer considers the reference delivery relevant in relation to this procurement

— information of whether, and to what extent the delivery is executed by sub-supplier.

Minste nivå(er) av standarder:

The tenderer shall have capacity to deliver equipment and services, as well as support and services to Marienlyst. The tenderer shall have relevant experience from corresponding deliveries described in the tender documents.
