MA2603/13E Printing / print of broadcasting licence fee

NRK shall enter into a new contract with a service provider of printing/print and administration services for sending out NRK's broadcasting licence fee. The contract is for 2 years with an option for an extension of 1+1 year (total 2 years). The broadcasting licence fee is sent out twice a year, in addition there are reminders and debt collection warnings. The service will include a total of 6 dispatches to our customers. In addition there will be pre-printed broadcasting licences that NRK issues itself locally in Mo i Rana. The contract will also include the following: Materials, printing services, print services, distribution by post/dispatch to post office, web services (archive system), handling enclosures, storage, quality assurance/security, reporting and production plan. A dispatch from the current system includes: Material procurement, pre-printing, proofreading service, data reception, data processing/sorting in accordance with NRK's requirements, printing, finishing and dispatch to the post office. The awarding authority is using Mercell Sourcing Service for this tender process. Økonomisk og finansiell stilling:

Tenderers shall document healthy finances that give no doubt on continued operation during the entire contract period. Tenderers shall have provision of the requested services as an important part of its activities. Documentation requirements: Annual report and auditor confirmed accounts for 2010, 2011 and 2012, alternatively the last completed period accounts for 2012 if the annual accounts for 2012 have not yet been completed and revised. A credit/solidity rating and bankruptcy prediction from a certified credit rating company shall be enclosed with the qualification application. The rating must provide information on credit worthiness and it must not be older than two months from the deadline for receipt of requests for qualification. Information on the company's turnover, in total and the share for this procurement.

Teknisk og faglig kapasitet:

— Tenderers must have good competence in the products and services covered by the procurement.

— Tenderers shall have the ability to make changes at short notice to, for example the product's layout and content close to the delivery dates. Tenderers shall guarantee that the assignment can be started at the latest 1.10.2013.

— Tenderers shall have catastrophe plans for serious events that prevent ordinary production. For example fire and flooding.

— Tenderers must guarantee that the main production takes a maximum of 13 days from when the service provider receives the data files from NRK to when the post office has received a minimum of 90% of the agreed delivery of broadcasting licence fees.

The broadcasting licence fees for the geographical areas that require the longest postal deliveryt ime must be delivered within 7 days. The entire delivery of broadcasting licence fees (from reception of the data files) must be completed within a maximum of 14 days.

— Tenderers must guarantee that for all the "productions" in addition to the main productions it will take a maximum of 7 days from when the data files are received to the entire delivery is delivered to the post office for distribution.

— Tenderers shall have suitable and good incorporated quality assurance procedures and inspection routines.

— Tenderers shall have carried out at least three relevant, actual and well documented contracts in the last three years. Relevant means contracts of an equivalent size, requirement for logistics, flexibility and deadlines.

— Tenderers must guarantee that they will be present and available during the contract period.
