Oslo University Hospital Trust is conducting av Project for procurement of a Laboratory solution for Transplantation and Immunology.
The Division of Transplantation Immunology (TI), Oslo University Hospital HF (OUS), carries out HLA-typing, antibody screening and cross-matching ahead of transplantations, both for transplantation of solid organs and stem cells. They also host The Norwegian Bone Marrow register (BMGR).
Each year TI carries out HLA-typing of 17 000 patients, 12 000 diagnostic HLA-typings, 7 500 HLA antibody screenings and 2 700 cross matches. The Norwegian Bone Marrow register (BMGR) contains 30 000 active donors.
The current situation for the transplantation immunology division is that the laboratory system in use is out of date.
The new software solution should secure the patient security and establish stable and secure maintenance and management, in addition to satisfying national requirements and international accreditation requirements. It is required that the core functions are compatible and work as one united solution.

Due to international cooperation within the field of transplantation of solid organs and bone marrow the solution will need to support criteria and standards determined by the EU, the European Federation of immunogenetics (EFI), the World Marrow Donor Association (WMDA), the Bone Marrow Donors Worldwide (BMDW), and the National Marrow Donor Program (NMDP).The solutions for the HLA laboratory at TI should be laboratory information- and management-system, with an integrated e-biobank (storage and tracing).The type of information the current HLA laboratory collects, include data on HLA-typing, HLA antibody testing, cross-matching blood group and virus registering, transplantation waiting lists, and Scandia transplant registering. Furthermore, BMGR is also currently an integrated part of the HLA laboratory. It is therefore essential that the solution for the HLA laboratory and BMGR system is very well integrated and can share and report demographic- and HLA data between them.The HLA laboratory is also in direct cooperation with the Division for Kidney Medicine and the application NyreBase (Kidney Base) is essential in this work. The NyreBase application presents information from the HLA laboratory for kidney medicine. In turn, the application performs registration of clinical data for kidney transplantation and follow up information. Credit rating from a recognised credit rating agency. Candidates achieving a rating equivalent to an A, (credit without collateral) from Dun & Bradstreet (D&B) or equivalent will satisfy the qualification criteria.

Candidates who achieve a rating below A, can document that eligibility requirements are met in alternative ways cf. qualification documents.

A brief, general description of the candidate, how it is organised and its business areas.
A brief, general description of any subcontractors, how they are organised and their business areas.
If the candidate shares the contract: A declaration of commitment from the subcontractor demonstrating that the candidate disposes necessary resources, equipment, tools and methods for the entire contract period.
A confirmation that the candidate and any subcontractors have the ability and capacity to fulfil the contract.
An overview of the average number of full time equivalent employees or any consultants working for the contractor the last 3 years within the areas relevant to the contract, as well as turnover for employees and consultants. The overview shall be given for the prime candidate and for every subcontractor (if any).
