K351 Haram upper secondary school, engineering design group, construction stage 1

Møre og Romsdal County, henceforth referred to as the Awarding Authority, invites to an open tender contest for the following services in connection with K351 Haram upper secondary school, construction stage 1:
— Engineering design group.
The tender contest includes consultancy services and engineering design for all disciplines included in the project until tender contest for engineering, procurement and construction contract is initiated. The services will include:
Development stage including:
— Draft project/assessments of alternatives.
— Preliminary project
And option for:
— Development stage, detail engineering design, function directed engineering design for engineering, procurement and construction contract.
— Processes related to completion of the tender documents for the engineering, procurement and construction tender contest.
The assignment will not include services for Møre og Romsdal County subsequent to initiation of the engineering, procurement and construction contest. The engineering design group is not allowed to enter into agreements with potential property developer before contract with Møre og Romsdal County is terminated. All tenders shall be delivered electronically via Mercell MSS; www.mercell.no within the tender deadline. Tenders submitted subsequent to the tender deadline will be rejected (the system will not allow submitting tenders electronically through Mercell subsequent to the tender deadline).

It is recommended that the tender is submitted well before the deadline for receipt of tenders, e.g. minimum 1 hour prior to the deadline. If there is additional information from the awarding authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline. The last received tender is regarded as the final tender. The latest tender must comply with all formal requirements.
The tender will require electronic signature. In connection with delivery of tender, the tenderer will be asked for an electronic signature in order to confirm that it is the relevant tenderer who has submitted the tender. Electronic signature will be received from www.commfides.no, www.buypass.no or www.bankid.no. Attention is drawn to the fact that it may take a few days to get an electronic signature. It is therefore recommended that the tenderer initiates this process ASAP.
The Awarding Authority uses Mercell Sourcing Service in this tender procedure.
