The Harstad municipal pension fund requests to recruit an investment strategic advisor. The Awarding Authority requests a consultant whom can provide the following services:
— Provide the Board with independent and autonomous investment advice and answer any related questions.
— Monthly reports for the investment portfolios return and risk. Responsibility for the collection and consolidation of data from fund managers.
— Quarterly stress test calculations for the pension fund and the Financial Supervisory Authority of Norway's guidelines.
— Annual audits of the pension fund's strategy for investment management.
— Assistance in the evaluation of fund managers and management agreements.
— Assistance with eventual competitive tendering of investment management.
— Independent control in accordance with the investment management regulations § 2-2.
The advisors shall be institutional, functional and financially independent of all financial institutions, fund managers and funds which may come to consider as an adviser for the pension fund. Investment advice shall be based solely on the advisor's own and independent analysis.
The board of the pension fund request to separate the delivery of the requested services from the pension fund other administrative functions. The advisors shall therefor be institutional, functional and financially independent of the pension fund 's other service providers.
Investment advice shall held in Norwegian.
