Presently Troms County, henceforth referred to as the Awarding Authority, uses Fronter as digital teaching platform. The objective of the procurement is to ensure good and financial advantageous delivery in accordance with requirement specification, annex 1.
Troms County is responsible for 14 upper secondary schools. There are a total of approx. 7000 students in the upper secondary education and training system. They are divided as students in schools/adult education and apprentices. Approx. 1200 employees shall have access to the platform.
A joint digital teaching arena shall be implemented for all entities. If the system is able to cover requirements in the county administration, this will be regarded as an entity equal to a school. Moreover, approx. 6 000 guardians to students younger than 18 year shall be given access, but not complete functionality, to the platform

The Awarding Authority has option for purchase of:
- Adequate e-mail system.
- Increased storage capacity in accordance with specification.
- Additional requests, individually and in accordance with description given in form 4.3.
- Special adaptations, further development that is exceptional for the Awarding Authority.
- Training beyond what is given in the requirement specification

(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Documentation - verification that the listed requirements are fulfilled:
The following documentation shall be included in the tender:
a) Companies that are subject to mandatory enrolment in the Brønnøysund Register Centre shall not present annual accounts. The Awarding Authority will obtain information of the tenderer's economic and financial position through Proff (www.proff.no). NB! The tenderer shall ensure that this information is available on the website. If not, the tender shall present the company's 2 latest annual accounts with annual reports.

b) Foreign tenderers and companies not subject to mandatory enrolment shall in the tender include the company's 2 latest annual accounts with annual reports. The tender shall also include a separate document that state the requested key figures with reference to position in the accounts. This document shall be approved by auditor or verified by another public authority.

If there is more recent information available, with relevance to the tenderer's accounting figures and not enrolled in public records, the tenderer is obliged to inform and substantiate this. E.g. previous years' annual accounts are misleading and not representative in relation to the tenderer's solidity and financial implementation ability at the time of tender deadline and within the agreement period.

Minimum satisfactory solidity for an average of the two last given accounts, compare the below listed documentation requirements. The Awarding Authority will rely on Proff TM Forvalt's (www.forvalt.no) target figures and ranking for the equity-to-assets ratio as follows:

Companies not complying with the requirements can present a guarantee from e.g. a parent company or subsidiaries. NB! Any warranty must be included in the tender and cannot be forwarded

Documentation- verification that the listed requirements are fulfilled:
The following documentation shall be included in the tender:
a) A list of the principal deliveries or provided services the previous 3 years, including information of value, date and name of the public or private recipient.
b) An overview and description of educational and technical personnel available in connection with implementation of the contract.
Minste nivå(er) av standarder:
a) Relevant experience from corresponding assignments is required. Relevant experience is defined as assignments delivered the educational sector and with approximate equally scope.
b) Very good implementation ability for the assignment is required
