Hordaland fylkeskommune

NDLA shall enter into a framework agreement for services related to the use of images when there is a great need for images within NDLA's work.
The service is divided into three delivery areas:
- Image Database;
- Image Manager/Image Researcher;
- Assignment photos/Simple video projects.
Award authority shall enter into a framework agreement with one supplier. The contract period will be one year with a unilateral option for award authority to extend the framework agreement by a further 1 + 1 + 1 years, totalling a maximum of 4 years.

Beskrivelse av opsjoner: 1+1+1 prolongation up to a maximum contract period of 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

Supplier's annual accounts including notes with the board's and auditor's reports for the previous year.

If the annual accounts for the last year are not finished within the deadline for receipt of tenders, the tender shall contain the last year's provisional annual accounts.

Award authority reserves the right to have a credit appraisal conducted by Bisnode Credit AS. Financial strength is evaluated in relation to turnover, operating margin, solidity and liquidity.

Minste nivå(er) av standarder: Supplier shall have the financial capacity to complete the assignment/contract.
Teknisk og faglig kapasitet:

Description of the three most relevant assignments during the previous three years. The description must contain information of contract value, date and recipient (name, telephone no. and e-mail address). References are contacted if clarification of assignment relevance is required. However, it is the supplier's responsibility to substantiate relevance through description.

Statement of the supplier's average workforce during the previous three years and equipment, machines, tools, materials or technical equipment at the supplier's disposal in connection with implementation of the contract/assignment.

Minste nivå(er) av standarder:

Supplier shall have relevant experience from minimum three equivalent assignments during the previous three years.

In this context "equivalent assignments" means experience from commercial operation of image databases and sale of images, selection and organisation of images for customer, and experience from assignment images.

Supplier shall have sufficient implementation ability and capacity in relation to the requested services.
