Guardianship application version 2.0, implementation of design

Ministry of Justice and Public Security c/o Civil Department invites two suppliers to participate in a contest for the procurement of: Consultancy Support for the Implementation of design for version 2.0 of the guardianship application.
The invitation is made with the reservation that in the acquisition period no changes occur in the assumptions for the invitation.
County Governors took over responsibility for Guardianship management in the first instance by the entry into force of the new guardianship law 1 July 2013. Since the law was enacted in 2010, the Ministry of Justice and Public Security have worked to implement changes in the guardianship area, which mainly consisted of:
— Task Transfer from courts of protection in the municipalities to the county departments as new guardianship authority in the first instance,
— Establishment of a central guardianship authority with complaints and oversight function at the National Civil Affairs Authority,
— Establishment of a system of centralized banking solution for the placement of publically managed funds,
— Integration of the system of representation for unaccompanied minor aged asylum seekers in the guardianship authority.
An important element of guardianship reform has been the development of ICT solutions for a full digital processing and document management of the Guardianship area, with effective integrations including for information extraction from various public records. Guardianship application should work as a single system for all county offices and the National Civil Affairs Authority. The solution is a mission critical application for guardianship authority case processing in the area. Version 1.0 of the application was put into operation at the commencement of the new Guardianship Act 1 July 2013.

Invoicing will take place monthly in arrears. Invoiced amount shall apply to the time elapsed up to the billing date together with reimbursement of any expenses incurred in the same period.
Consultant's invoices shall be specified and documented so that they can be controlled by the customer. All invoices for current hours shall be accompanied by a detailed specification of the hours.
