Introduction:
Gassnova SF seeks to procure one or more contracts for a Carbon Capture and Storage (CCS) feasibility study. This invitation to qualify is the first step in the tender process. The aim of Gassnova is to procure feasibility studies from as many qualified Applicants as possible. However, Gassnova has budget limitations. In the event that more than three qualify, Gassnova reserves the right to reduce the no. of participants to a suitable total.
Background:
Through the Norwegian CCS Study (NCCS) Gassnova was set up to carry out a broad and comprehensive mapping of the possibilities for the realisation of full-scale CCS in Norway beyond Mongstad.
Progress to Date
As part of a market dialogue, Gassnova has already undertaken a high level mapping exercise to identify existing or potential onshore stationary emission sources of CO2 in Norway above 400 kt. CO2/year (the threshold set for full scale CCS).
Aims of the Feasibility Study:
The Feasibility Study shall deliver a report characterising the proposed project in sufficient detail to allow the proposed project to be evaluated against a range of criteria to be set out in the Invitation to Bid (ITB), which will be issued to applicants that qualifies.
This Invitation to Qualify (ITQ).
With this Invitation to Qualify (ITQ) Gassnova invites CO2 Emission Owners meeting the criteria listed in the ITQ to apply to qualify for potential inclusion in the next stage of the NCCS Study, i.e. to bid to undertake a Feasibility Study of their potential CCS project.

K 03 HSE Self-declaration: The applicant must have a functioning HSE system. The applicant shall vouch that the firm is working systematically to comply with environmental, health and safety legislation and that they satisfy internal regulations cf FOA § 8-8. -Documentation: Signed HSE self declaration. The customer reserves the right to review and verify the system for health, safety and environment.

Teknisk og faglig kapasitet:
K 05 Capacity threshold: Make probable a stationary CO2 emission in Norway above 400 kt. /year. Documentation: Existing sources must submit documentation of at least the last three years of emission and plans for three-year future emissions (e.g. existing emission permits, applications for emission permits, reporting of emissions to KLIF). New sources must present documentation to demonstrate emissions sizes for at least the next three years after commencement of operations.

K 06 Competence and experience: The Applicant shall have the necessary competence and experience to conduct the study, e.g. within CO2 sources and CCS chains. Documentation: The Applicant shall describe relevant competence and experience to conduct the study, e.g. with CO2 sources and CCS chains (full or part chains), or refer to collaborating partners who have such competence and experience.
