Fully run WAN system including network centric services

Akershus fylkeskommune, Innkjøpsstaben

Akershus county (AFK) currently has 2 hired networks for the 34 sixth form colleges and the 3 guidance centres, and the dental health service (28 dental clinics) respectively. These 2 network are from 2 different service providers. The college's network runs on fiber (with the exception of Nesodden sixth form college which runs via radio), whilst the dental clinics' network is mainly realised with a SDSL connection (a few have a fiber connection). The Internet traffic goes ut via a joint network centric security system (firewall). Akershus KollektivTerminaler FKF (AKT) has a completely separate network systems, consisting solely of dedicated Internet accesses.
We would like tenders for a new joint network for all our entities, excluding AKT. AKT shall continue with the current system. The tender shall include a security system for AFK and project work for the planning and rolling out.

Extracts from the company' annual accounts for 2012 and the auditor's report.
Companies that cannot fulfil the extracts of the annual accounts requirement, can alternatively present a business plan with a genereal plan for financing.
When assessing the service provider's financial and economic position, the awarding authority will obtain information from Dun&Bradstreet via StartBank. A company rating in D&B of A credit worthy, part judgement for the economy of 'satisfactory' and payment experience of 'acceptable' will be sufficient.

Minste nivå(er) av standarder:
Service providers shall have the financial and economic capacity to fulfil the contract.
Service proivders shall not have tax arrears for which a repayment contract has not been drawn up with the tax authorities.
Service providers shall not be in the process of debt negotitaitons or bankrupt.

Service providers shall give a description of their organisation, as well as how the organisation will be used for fulfilment of the contract.
Service providers shall enclose a list of the most important relevant contracts in the last three years, including information on value, date and recipient.
Certificate of the company's quality assurance system/control system by independent bodies that confirm that the service provider fulfils certain quality assurance standards, e.g. ISO 9001:2002.
The awarding authority will also accept documentation that shows that the service provider has equivalent quality assurance measures. As a minimum, a general description of the system's contents must be given, including an overview of control plans and check lists that are relevant for this contract.

Service providers shall have experience from equivalent contracts. Equivalent contracts mean:
-Service provider of broad band services to major/complex organisations with many locations with differentiated needs.
