Norwegian Defence Logistic Organisation Communications and Informations Systems (NDLO/CIS)

This procurement is accomplished by Norwegian Defence Logistic Organisation Communications and Information Systems (NDLO/CIS). NDLO/CIS is responsible for investment projects regarding communications and information solutions within the Norwegian Armed Forces.
The purpose of this procurement is to enter into an agreement to acquire an operation system (OS) for use as platform for secure applications.
The NDLO/CIS is developing a multi level secure (MLS) Mail Guard which will be evaluated according to Common Criteria (CC) EAL-5. To support this, an OS, is necessary as a trusted platform for the MLS Mail Guard.
The OS must be a Multiple Independent Levels of Security (MILS) Operating System (OS), designed to meet CC EAL-5 or higher with security functionality according to U.S. Government Protection Profile for Separation Kernels in Environments Requiring High Robustness (SKPP) or equivalent. It shall also be architected to meet the requirements of a DO-178B Level A certification.
However, as the Norwegian Armed Forces has a policy of limited variants of platforms and applications, it can be relevant to acquire this OS for use as platform for other secure applications within the Defense sector.
In addition the NDLO/CIS will enter into a maintenance and support agreement for the abovementioned OS.

The Bidder shall submit a credit rating from a publicly approved credit rating company.

The credit rating shall be based on the last known figures, and shall not be older than 6 months.

Credit ratings should not be lower than A (creditworthy) or equivalent if other ratings are used (figures judgment). Offers from suppliers with a rating lower than A or equivalent (i.e. not credit worthy or creditworthy against collateral) will not be considered.
