Framework agreements for maintenance of production plants for district heating

Hafslund Varme AS

Hafslund Varme (HV) shall enter into agreements with external suppliers to carry out corrective maintenance on mechanical and electrical equipment in district heating plants and incinerators.
This competition includes several areas (trades) and we plan to enter into agreements with 2 suppliers in each area. Assignments will be carried out with the agreed unit prices, on an hourly basis or as a fixed price for mini competition.
The competition comprises the following areas:
- Electrical work
- Industrial plumbing
- Industrial service, iron and metal work
- Rotating equipment
- Electric motors
- Pumps
- Valves
Selected suppliers will generally have limited access to Hafslund Varme's maintenance system for receiving orders (work orders) and reporting of completed assignments. This part requires Norwegian language proficiency. The procurement will be carried out by competition with negotiations and is a two-stage procedure with a pre-qualification phase and an award phase.
- Pre-qualification phase: Suppliers submit an application for pre-qualification to participate in the competition. The suppliers that meet the qualification requirements will receive tender documents, and will be invited to tender. It is possible to apply for participation in one or more areas.

- Award Phase: Suppliers who have submitted tenders and who meet the requirements stated in the tender documents, will be invited to negotiations.

Supplier shall deliver industrial plumbing services for preventive and corrective maintenance on HV's boiler systems and heating systems. Suppliers must be able to design and document small to medium sized piping installations in accordance with relevant regulations.

Supplier must, as a minimum, provide a service vehicle with all the necessary tools for work to be done in Hafslund's plants.

Supplier shall deliver industrial services for preventive and corrective maintenance on Hafslund Varme's production facilities. This includes, amongst other things, functional control/condition control of mechanical equipment, lubrication/oil change, repair, overhaul and replacement of worn parts and other mechanical equipment. Furthermore, the contract includes all other metal work, for example related to the railings and walkways. Suppliers must have a mechanical workshop with tools and machinery suitable for the assignment, and service vehicle with all the necessary tools for work to be done in Hafslund plants.

Supplier shall provide maintenance services for preventive and corrective maintenance on rotating equipment in Hafslund Varme's production facilities. It includes:

- Condition monitoring, eg through vibration analysis, oil analysis

- Replacement of all types of bearings

- Repair/replacement of all types of gears,

- Inspection/replacement of seals

- Installation and alignments

- Lubrication instructions and any grease/oil changes

Supplier shall provide maintenance services for preventive and corrective maintenance of valves. This includes performance monitoring, overhaul, replacement, and possibly considering alternative solutions/modifications.

Supplier must be able to evaluate the valve's working conditions and deliver the appropriate valve to the correct application. These generally include Hafslund Varme's applications on/off, and control valves for steam and high pressure hot water in dimensions up to DN700.
