Statsbygg, henceforth referred to as the Awarding Authority, invites to an open tender contest where the purpose is to enter into a framework agreement for plumbing at region east's properties situated in eastern Norway. The framework agreement includes continuous works in connection with existing properties. This includes operation and maintenance, repairs, restoration works as well as minor and major reconstruction works.
1 framework agreement will be awarded for plumbing for each of the areas. Tenderers are invited to submit tenders for several areas, but the Awarding Authority will evaluate each area separately and discounted tenders for several areas are therefore not accepted.

The tenderers shall meet at the Awarding Authority's head office in Biskop Gunnerus' gate 6 (Byporten) 0155 Oslo, at the reception on the 7th floor. The objective of the information meeting is to identify and clarify any vagueness in the tender documents, and present further specification of the assignment. The tenderers are invited to ask questions. The tenderers are asked to submit questions, if any, in advance so that the Awarding Authority is given opportunity to prepare answers. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
(6) Other documentation required (please state below).
Tenderers are required to have a legally established company.
Documentation:
Company registration certificate.
Foreign companies are required to have equivalent certificates as mandated in the law in the country where the company is registered. If sub providers are to be involved, a company registration certificate shall be enclosed for them as well.

Credit rating from a certified credit rating agency. Not older than 6 months. The entire report shall be enclosed and it shall enclose the key figures for the last three accounting years. The rating shall be carried out by a publicly certified credit rating institution.

Service providers are required to have the financial ability to fulfil the contract and be credit worthy or better (minimum rating A or equivalent).
Teknisk og faglig kapasitet:

Description of the tenderer's competence area.
Organisation plan and overview of the number of persons that the service provider currently has within the professions in the contract, as well as an account that states that the service provider has available capacity to fulfil the contract.
Relevant documentation such as a certificate of apprenticeship/craft certificate/master certificate that proves that the requirement is met.
Overview of which professions shall be left to sub providers and a binding statement for the sub providers that the service provider shall use in the contract period. Alternatively other documentation that the sub providers are committed can be accepted.

— Overview of relevant reference contracts including listed buildings carried out in the last five years with a statement of the awarding authority, the contract's size, contract value and date of execution.
— Certificates for the most central assignments, confirmation of satisfactory work, contract value, time and place of execution, the extent to which the works were carried out professionally and properly. A reference person shall be named and the Awarding Authority is authorised to address the reference person.
