Statsbygg, the department Academic Resource Center, hereby invites service providers to an open tender contest for a framework agreement for consultancy services for construction.
Academic Resource Center is a department in Statsbygg which consists of several specialist units that provide technical advice in Statsbygg's construction and management projects. The Construction Department (FB) periodically has a heavy workload, and therefore needs to raise capacity from outside. To strengthen capacity and provide expertise we wish to enter into an agreement in the fields of building physics and structural engineering.
The consultants will be engaged to perform tasks normally performed by employees in the Construction Department (FB).
Examples of the potential work are:
- Participation in the preparation of the construction program using dRofus
- Preparation of tender documents for the hiring of consultants and contractors, as well as completion of tender evaluation at the Procurement
- Assist project management in construction related matters
- Review and quality control of designed materials, and monitoring and control of engaged contractors
- Assist project management during the construction phase by inspection at the construction site to ensure that Statsbygg's requirements are met.
Engineering design is not included in the agreement.
The working language is Norwegian. Statsbygg's internal forms and procedures shall be followed.

It is difficult to estimate the extent of the assignment that will be ordered under the Framework Agreement, as this depends on, for example, future funding and future staffing situation. The purpose of the framework agreement is to take the peak loads in the department, and at any time to provide adequate assistance to business areas in Statsbygg.The total requirement per year may be between 0.2 to 1.0 full-time equivalent.When a need arises, Statsbygg will request assistance in accordance with the agreement. Service providers are expected to be able to provide one of the tendered contractors within approx. 5 days after each request. It is assumed that the selected contractors shall be available.The agreement shall be entered into for a period of one (1) year, with an option for Statsbygg to extend the contract for up to 3 years (1 + 1 + 1 year).

- Company registration certificate.
- Overview of the company's manpower (number of employees) that executes work within this service category.
Økonomisk og finansiell stilling:
Extracts of the annual accounts for the last three years, including auditor's notes.
Statsbygg retains the right to collect a credit evaluation of service provider.
Minste nivå(er) av standarder:
Service provider shall have the financial ability to fulfil the contract are required.
Teknisk og faglig kapasitet:
- Short description of the company's general competence.
- List of work executed in recent years, with transfer value, preferably working for the clark of works or under the control of others.
The overview shall provide information about the content of the work, the size and dates of the contract.
