Tenderers must have sent their tax returns and paid their tax and payroll tax. Documentation requirement: Tax certificate (form RF-1244 for tax).
The tax certificate shall not be older than six months calculated from the deadline for receipt of applications. A reason must be given for any arrears or other breaches. If a tenderer plans to use sub suppliers a tax certificate must also be presented for them. The certificate shall be available by the deadline for receipt of tenders. The confirmation shall be marked with K-01, cf. point 8.2.

Good solidity to fulfil the contract is required. Presentation of a credit rating report (from Dun & Bradstreet, Lindorff Decision or equivalent).
Newly started companies can alternatively document the financial ability to fulfil the contract.
The documents shall be marked K-07, cf. point 8.2.
Experience is required from equivalent contracts for an equivalent extent of delivery of the requested products/services for equivalent purposes. Description of two central contracts of an equivalent extent to public entities that the tenderer has had in the last three years. The description shall include information on the extent (number and possibly financial) of the contract, contract date and information on the awarding authority. The description shall be marked with K-08, cf. point 8.2.

Quality assurance methods and routines for the production/delivery of the requested products/services. Description of the quality assurance method that is used at the supplier and a description of the work that is done with a view to product development. The confirmation shall be marked K-9, cf. point 8.2.

Tenderers that shall carry out work in Norway shall enclose a self-declaration stating that the tenderer, in event of the contract being awarded, will work systematically to fulfil the requirements in the health, environment and safety law and that they fulfil the internal control regulations. Tenderers shall furthermore confirm that the company is legally organised as regards the tax and working environment rules for employees' professional and social rights and they shall accept that OPD is given the right to review and verify the company's system for health, environment and safety. Signed HSE self-declaration.

The HSE self-declaration shall not be older than 12 months calculated from the deadline for receipt of tenders and the self-declaration shall available by the deadline for receipt of tenders. The statement shall be marked K-03, cf. point 8.2.
Membership in relevant return schemes. If the supplier is a manufacturer or importer of products that are covered by a business financed return scheme, proof of membership or a member number from the return scheme shall be enclosed. If such membership does not exist, it shall be established before the contract is signed.

The following products are included in the return scheme; batteries, vehicles, vehicle wrecks, corrugated cardboard, drinking and packaging cartons, electrical and electronic products, metal and plastic buckets, PCB insulated glass and plastic packaging.
