Framework agreement temporary staff services for the welfare sector in Kristiansund municipality

Kristiansund kommune

A framework agreement is wanted for temporary staff services for the welfare sector in order to cover the awarding authority's extraordinary needs. Both individual assignments and longer assignments, for example, during staff holidays will be required.
Kristiansund municipality procured temporary staff services in 2011 from manpower agencies for an estimated 3 500 000 NOK and in 2012 for an estimated 8 500 000 NOK. The extent can change during the contract period. This depends on the general labour market and the municipality's possibilities to use their own personnel in full. Kristiansund municipality is working in parallel to recruit its own temporary staff and permanent employees.

Beskrivelse av opsjoner:
The awarding authority has an option to extend the contract on the same terms for up to 1+1 year so that the total possible contract length is 4 years. Any contract extension must be taken up at the latest 2 months before the the contract expires.

(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Service providers shall have the same wage and work terms regardless of nationality.
Documentation requirement: A signed "self-declaration on ILO convention no. 94" and "self-declaration on wage and work terms in public contracts".

If a service provider has valid reasons as to why he cannot present the requested documentation, the service provider can prove this economic and financial position with other documentation that hte awarding authority deems suitable.

Service providers must have good economic and financial strength as regards their company in general and as regards this contract's character. A minimum total credit rating grade of AA (credit worthy) or better as described in RavnInfo's rating is required.

Teknisk og faglig kapasitet:

— Description of the service provider's 3 most relevant assignments during the last 3 years. The description must inculde a statement of the assignment's value, date and recipient (name, telephone number and e-mail address),
References will only be contacted if needed to clarify the relevance of the contract. It is however the service provider's responsibility to document relevance through the description,
— Documentation from the Norwegian Labour Inspection Authority that the manpower company is certified.
(The awarding authority will check this on http://www.arbeidstilsynet.no/.)
— Account of the service provider's average work strength during the last 3 years, which the service provider can use for fulfilment of the contract/assignment. State the number divided by type of temporary staff.
Minste nivå(er) av standarder:
— Service providers shall have experience from a minimum of 3 equivalent contracts during the last 3 years.
"Equivalent contracts" mean the provision of temporary staff within the welfare sector to municipalities with over 10 000 residents, to a value of more than 1 500 000 per annum.
— Service providers shall be a certified manpower company by the Norwegian Labour Inspection Authority.
The regulation dated 4.6.2008 no. 541 on manpower companies § 5, requires that all manpower companies that hire out labour in Norway shall register with the Norwegian Labour Inspection Authority.
— Service providers shall have sufficient ability and capacity to fulfil the contract.
