The Government Administration Services (DSS) would like to establish framework agreement(s) within different fields connected to technical consultancy services. The aim is to establish framework agreement(s) that cover DSS:ICT's total need for technical consultancy services connected to the different fields within iCT.
The contracts shall ensure DSS access to consultants who can act as requirement setters and consultants in technical problems connected to the current joint ICT platform and in the project New ICT system for the ministries. The service providers cannot therefore be a supplier or sub supplier of services to DSS for development, implementation, operation or a supplier of equipment for ICT, cf. the Public Procurement Regulations, cf. FOA § 3-8.
A framework agreement shall be signed for technical consultancy services within each individual field. The fields that framework agreements shall be signed for are:
1. Network.
2. ICT platform, information security and system administration.
3. Core services/professional services.
4. Architecture.
5. System approval.
6. Implementation.

The need for technical consultancy services within the different fields will vary in line with the amount of assignments that DSS:ICT has at any one time. The framework agreement's total value is thus difficult to quantify.DSS:ICT has no statistics to refer to. DSS:ICT's best estiamte for the amount procured for each individual field is 2 000 000 - 10 000 000 NOK per annum. The estimate is made on the basis of the current information on future assignments, which has a large degree of uncertainty and is thus not binding for the awarding authority. The amount procured via the framework agreements, connected to the different fields can therefore be both more or less per annum that the estimate in the tender documents.DSS will probably start a project during the contract period with the intention of renewing the ICT infrastructure for DSS and the joint ministries. The start of this project depends on the Government Administration Services being awarded resources for the project. The award will probably occur in the first quarter of 2014. The above estimates are based on the Government Administration Services being awarded resources.

The framework agreements within the stated fields will be signed with one service procider for each field, who shall cover DSS' need for technical consultancy services for a four year period. The framework agreements will be for two years from when they are signed with an option for one year at a time, so that the maximum length is not more than four years.
