Framework agreement - Painting, tile and floorlaying - City Hall

City Hall Administration Services shall enter into a framework agreement with one supplier of painting services. The Contractor shall also provide tiling and floorlaying. The framework agreement shall meet the Award authority's need for replacement, rehabilitation and acquisitions related to structural measures in the City Hall office suites, conference facilities and technical areas. For major structural contracts and/or in cases where the Award authority decides, the supplier shall be prepared for, and be able to, undertake project management for construction groups composed of the Award authority's other contracted entrepreneurs within EL, plumbing etc. Tenderers should also be prepared for, and able to prepare background material for use in specifications of the Award authority's tenders, in accordance with both national and EEA - standard.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Declaration of the company's participation in a publicly verified apprentice scheme(s) relevant to the contract.
(3) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(4) Value added tax certificate (National requirement).
(5) Company tax certificate (National requirement).
(6) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
— The company's last annual accounts including notes, directors' report and auditor's report including new information of relevance to the company's accounting figures.
— The award authority will obtain their own credit information about the suppliers and uses Experian as the source.
Minste nivå(er) av standarder:
— Supplier shall have the financial capacity to undertake the assignment/contract.
— Good solvency.
Teknisk og faglig kapasitet:
— Central approval or a statement that the company is eligible for local approval for Class 2.
— Overview of the supplier (including any subcontractors) total manpower relevant for contract work.
— The Contractor shall provide three relevant reference projects completed in the last 3 years. It must be clear who was Award authority, what work was performed, value and timing, at least one of the stated assignments to be completed in listed buildings. Actual work with conservation systems must be stated and explained. Appendix 5 shall be used.

— Documentation of supplier's quality assurance/management system, including the specific inspection documentation that the Award authority receives on the basis of work performed. If the supplier is certified, a copy of the certificate issued by a certification body.

— Presentation and documentation of the measures/environmental considerations which form the basis for the performance of contract work, or if the procedures are described in the company's quality and environmental management according to Eco, ISO14001, EMAS or equivalent third party system may be a valid certificate as proof.

— It is required that the supplier is eligible for local approval as responsible operator in Class 2.
— Sufficient capacity is required to carry out the mission.
— Very good experience with similar assignments is required.
— A good and efficient quality assurance system is required for the services to be provided.
— Suppliers are required to focus on the environment, and the inclusion of environmental considerations in connection with the work to be delivered.
