Framework agreement office supplies
Finnmark County Municipality invites to an open tender competition for framework agreement (s) for delivery of office supplies and copy paper. Agreement (s) applicable to the daily operation of agencies / institutions associated with the county purchasing system and the Sami Parliament. The county is divided into two purchasing regions: East and West Finnmark. The Finnmark County Council and the Sami Parliament have multiple respective delivery addresses which the selected supplier must service at no extra cost, see Appendix 4 - business overview. The Sami Parliament also has 5 companies outside Finnmark, Troms (3), Nordland (1) and Nord Trondelag (1). Each address has its own resources that are authorized to place orders by virtue of the Framework Agreement.
Award authority has divided the competition into two groups, of which tenderers may choose to submit tenders for one or both groups. The two product groups are
1 Office Supplies.
2 Copy Paper.
Moreover, the client is open to separate tenders in one or both categories in the following regions:
East Finnmark.
West Finnmark (includes Sami Parliament's 5 businesses in Troms, Nordland and Nord-Trøndelag).
In all, the competition therefore has four sub-segments, of which each sub-segment may end up as one independent framework agreement. Potentially therefore the client may enter into an agreement with four different suppliers, each in this case are responsible for their respective commodity group within their respective region. Each sub-segment is evaluated independently. See Annex 3 for county subdivision.
The tenders will be evaluated by region and by product group. This means that it cannot be taken be assumed that a tender is only valid if the tenderer wins more than one, or all of the regions. Further, it cannot be assumed that supplier has to provide both product groups. Agreement (s) is/are valid for 2 years from the signing of the contract with possibility of extension for up to two years, one year at a time.
