The Norwegian water resources and energy directorate (NVE), henceforth referred to as the Awarding Authority, invites to a tender contest regarding purchase of media monitoring services for the entire Awarding Authority's organisation. The contract also includes continuous and automatic monitoring of network media and paper media with accompanying services including option for obtaining reports and analyses. The contract includes access to portal for monitoring and analyses of national, regional and local media in paper copies and as web. The Awarding Authority also requests monitoring of ether media and social media with accompanying services. The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Egnethet til å utøve yrkesvirksomheten:
(1) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation requirements:
— Tax certificates.
— VAT certificates.

— Foreign tenderers shall present certificates from equivalent authorities as the Norwegian.
The tenderer shall be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Foreign companies shall substantiate that the company is registered in the trade index or the Register of Business Enterprises as required in the legislation where the supplier is established.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial capacity to implement the assignment/comply with the contractual obligations.
Documentation requirement: Annual accounts including the board's annual report and the auditor's report.
If the tenderer has valid reason for not presenting the requested, the tenderer can substantiate the economic and financial position with any document acceptable for the Awarding Authority.
Teknisk og faglig kapasitet:
The tenderer must be able to deliver electronic invoices to the Awarding Authority (Electronic trade format (EHF).
Documentation requirement: Confirmation from the tenderer.
A good and efficient quality assurance system for the requested services is required.
Documentation requirement: Statement regarding the tenderer's quality assurance system/control system.
Or
Copy of system certification issued by accredited certification bodies, or equivalent documentation.
The tenderer shall have experience from corresponding assignments for nationwide clients. Documentation requirement: The tenderer shall attach a list of the principal deliveries for the previous 3 years, including information of value, date and recipient (name, telephone no. and e-mail address). References are contacted upon requirements
